Jesse Saginor, Ph.D., AICP, NAIOP Distinguished Fellow

Jesse Saginor is a nationally recognized scholar and practitioner at the intersection of real estate development, land use policy, and the built environment. A Distinguished Fellow of NAIOP, he brings expertise in adaptive reuse, affordable and multifamily housing, economic development, finance, and public-private partnerships, with a particular focus on how policy, capital markets, and community needs shape development and redevelopment outcomes.

His research explores underexamined areas of real estate, including crime and policing, environmental contamination, infrastructure investments such as high-speed rail, the future of work and office space utilization, and the long-term effects of zoning and taxation on property markets. He has published widely on housing, land use, and finance in real estate and non-real estate journals, including Journal of Property Investment & Finance, Journal of Real Estate Literature, Journal of Real Estate Research, Journal of Urban Design, Real Estate Finance, Review of Black Political Economy, and Transportation Research Interdisciplinary Perspectives.

In addition to his academic contributions, Saginor actively bridges research and practice, advising municipalities, investors, and developers on strategies that balance economic growth with outcomes. He has extensive experience in teaching and mentoring future leaders in real estate, planning, and development, incorporating emerging tools such as artificial intelligence and proptech into professional practice.

Through his combined roles as researcher, educator, and advisor, Saginor continues to advance critical conversations on how real estate and public policy intersect to shape cities, communities, and markets across the United States.
