EFC, in partnership with the Water Center at the University of Pennsylvania, supports the Philadelphia Water Department (PWD) through two connected efforts focused on advancing a One Water approach to financing obligations and priorities and accelerating progress on combined sewer overflow (CSO) reduction.
First, EFC helps facilitate PWD’s One Water Financing Roundtable, a stakeholder forum launched in October 2024 to align priorities and identify practical funding and implementation approaches across PWD’s drinking water, wastewater, and stormwater programs. EFC and partners support convenings (virtual and in-person), develop issue briefs and meeting summaries, and document stakeholder recommendations on topics such as affordability, subsidy policy, partnership pathways, decision frameworks for water-quality investments, and equitable approaches to flood mitigation and infrastructure finance.
Second, EFC supports PennFuture and WaterNow Alliance in developing policy, finance, and communications strategies that help the region meet ambitious CSO reduction goals. EFC serves as the “connective tissue” between this work and the One Water Financing Roundtable—creating a two-way feedback loop, translating findings for advocates and ratepayers, exploring subsidy and financing options with PENNVEST, and sharing lessons learned more broadly through EFC’s WaterTA network.
