Lecturer, Real Estate Development

mtabdulm@umd.edu

Mr. Abdul-Malik joined The NHP Foundation (NHPF) in 2012 after earning a Master of Science in Commercial Real Estate Development from the University of Maryland, College Park. As Senior Vice President, he is responsible for the full scope of affordable housing development, including site feasibility analysis, due diligence review, development and management of capital and operating budgets, and the structuring of public and private debt and equity. He oversees multidisciplinary teams of design, engineering, and construction professionals and has extensive experience with complex financing and ownership structures for both new construction and acquisition/rehabilitation projects.

His financing expertise includes 4% and 9% Low-Income Housing Tax Credits (LIHTC), tax-exempt bonds, state and city soft financing, conventional debt, affordable housing grants such as Federal Home Loan Bank (FHLB) funds, and solar financing structures. Mr. Abdul-Malik has also worked closely with housing authorities through the RAD program, led Tenant Opportunity to Purchase Act (TOPA) acquisitions and redevelopments in the District of Columbia, and managed large-scale urban scattered-site redevelopment initiatives.

In addition to development, Mr. Abdul-Malik is an integral member of NHPF’s acquisitions team, contributing to responses to city-, state-, and housing authority-issued RFPs and evaluating potential acquisitions throughout the Maryland and District of Columbia corridor. His Baltimore City expertise supported NHPF’s selection as master developer for a 17-acre neighborhood redevelopment project.

Beyond his professional role, Mr. Abdul-Malik actively mentors students and early-career professionals, supports the Urban Land Institute’s Urban Plan Program, serves on multiple civic boards, and volunteers as a youth football and basketball coach in Maryland.
