David Warner

Lecturer, Real Estate Development

Mr. Warner is Principal Counsel to the Maryland-National Capital Park and Planning Commission with a practice focused on land use, real estate, and local government law. His work involves the representation of the Prince George's County Planning Board and Planning Department in all matters related to the administration of the County's zoning, subdivision and planning laws. He has represented both private and public clients on a broad range of development projects, real estate transactions, and negotiations over a more than 30-year career at private firms and with federal, state and local government agencies. He holds bar memberships in Maryland, California, Nevada, Wisconsin, and Illinois and is a graduate of Northwestern University (B.A. Econ.), the UCLA School of Law (J.D.), and the University of Maryland – Baltimore County (M.A. Hist.). He formerly taught at the University of San Francisco and regularly lectures on land use and real estate matters for national and international audiences.
