rouse@umd.eduDavid Rouse, FAICP, ASLA is an urban planner and landscape architect with over 40 years of experience in professional practice, research, and education. From 2013 to 2019, he served as Managing Director of Research and Advisory Services for the American Planning Association (APA) in DC, where he supervised programs and initiatives such as the Planning Advisory Service, Planning and Community Health, the Sustaining Places Comprehensive Plan Standards, and Planning for Autonomous Vehicles. Prior to joining APA, David was a principal at the planning and design firm Wallace Roberts & Todd (WRT) in Philadelphia, where many of his projects received professional awards for excellence. Examples include the Imagine Austin Comprehensive Plan, FOCUS Kansas City Comprehensive Plan, Lancaster County (PA) Growth Management Plan, and comprehensive plans for Annapolis and Cumberland, MD. David’s areas of expertise include comprehensive planning, green infrastructure, and planning for emerging technologies. He has authored many planning and design publications, including The Comprehensive Plan: Sustainable, Resilient, and Equitable Communities for the 21st Century (Routledge 2022, with Rocky Piro).
