Two Project Manager Positions - State Revitalization Programs & Community Development Programs

These Project Manager positions will support Division of Neighborhood Revitalization programs. Responsibilities for both positions include administering grants, loans, and other services provided to local governments and nonprofit organizations. The incumbents will establish and coordinate relationships and provide technical assistance to stakeholders, community leaders, government officials and interagency partners seeking to revitalize communities. Position 1 will help manage the federal Community Development Block Grant and Maryland Affordable Housing Trust Programs. Position 2 will help manage State Revitalization Programs.

DHCD offers in-house training opportunities and a combination “hybrid” in-person/telework work environment.

Location of Position

Position 1 - CDBG/Maryland Affordable Housing Trust Position will operate primarily out of the Department’s office in Lanham, which is located at 7800 Harkins Rd, Lanham, MD 20706

Position 2 - State Revitalization Programs- will operate primarily out of the Department’s office in Baltimore City, which is located at 2 North Charles Street, Baltimore, Maryland 21201

Responsibilities

These Project Manager positions administer Division of Neighborhood Revitalization programs. They primarily manage grants, loans, and other services provided to local governments, nonprofit organizations and businesses, ensuring compliance with Departmental standards, and regulatory and statutory requirements. Responsibilities include managing grants, monitoring projects, providing technical assistance, assisting with the development and implementation of program policies and procedures, and working closely with key officials, local governments, nonprofit organizations and other internal and external customers to ensure compliance with regulations, policy, laws and standards. In particular, Position 1 helps to manage the federal Community Development Block Grant and Maryland Affordable Housing Trust Programs, and

Position 2 helps to manage State Revitalization Programs.

Qualifications

Minimum Qualifications

Education: A Bachelor’s degree from an accredited college or university.

Experience: Four years of administrative or professional experience to include one year of financing experience or providing technical assistance for development or rehabilitation of multifamily or single family housing; neighborhood revitalization and business development; community infrastructure development; or historic preservation programs.

Notes:

1. Candidates may substitute additional administrative or professional experience as defined above on a year-for-year basis for the required education.

2. Candidates may substitute additional job-related education at a rate of thirty credit hours for each year of experience for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in business and industry classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience and education.

Desired or Preferred Qualifications

  • One year of grant administration experience with government and/or nonprofit organizations
  • One year of experience in the area of community planning or community development
