With approximately 1,100 dedicated staff, SDOT maintains an operational presence 24 hours a day, 7 days a week, in all weather conditions to serve and ensure Seattle’s public mobility.
 
SDOT’s Transportation Options Group and the Mobility Solutions Section of the Transit and Mobility Division is looking for a Travel Options/TDM Strategic Advisor 1 to advise and lead projects and policy efforts related to mode shift strategies identified in departmental strategic plans, climate plans, modal plans, and in support of departmental priorities such as supporting a sustainable and equitable post-pandemic recovery. This strategic advisor will also coordinate Transportation Demand Management (TDM) regulatory-based programs including the City's Commute Trip Reduction (CTR) program and Transportation Management Programs (TMPs) and ensure the associated regulations are monitored, evaluated, and fulfilled – including Seattle Municipal Code, State Law, and site-specific agreements for employers, developments, and/or major institutions. This work is vital to the City’s progress toward carbon neutrality, accomplished by shifting 9/10 trips to zero-emissions modes.

Responsibilities
  • Manages the implementation of major TDM programs and policies. This includes performance monitoring and evaluation for participating sites as required by Seattle Municipal Code and other related policies for large employers and large buildings. 
  • Manages a $900,000 biennial grant agreement for the implementation of the City's Commute Trip Reduction (CTR) program, with the State of Washington for CTR implementation and subcontracts for services. 
  • Partners with consultant teams and stakeholders such as large employers, property managers, relevant organizations and associations, major institution representatives, and other stakeholders to not only ensure compliance with policy but also leverage TDM best practices and public-private collaboration to maximize mode shift impact. 
  • Builds and leverages partnerships with peer agencies and organizations; aligns local programmatic efforts to maximize the effectiveness of demand management programs to influence trip choice and travel behaviors to and within the City of Seattle. 
  • Serves as a technical expert advising programming directed towards sites affected by CTR law and/or TMP requirements; May include policy and/or recommendations regarding regulations and rules defining transportation demand management requirements for major employers, development sites, and major institutions 
  • Develops and advises citywide TDM strategy, policy, and planning. Assists with setting metrics and provides regular program reporting and assessment. 
  • Collaborates with teammates and across department divisions to ensure alignment of TDM programs with SDOT’s climate goals and long-range planning efforts. 
  • Researches, develops and writes grant applications as needed. 
  • Supports the Travel Options Group’s engagement with and contribution to SDOT’s climate emergency response. 
  • Collaborates to manage a standard data architecture that supports TDM programs and other related departmental metrics and provides analysis on trends, needs, and program metrics as required. 
  • Supports department goals in promoting diversity and social justice; provides solutions to addressing the needs of underserved and vulnerable populations via transportation options policy and program design.
Qualifications
Qualifications

Minimum Qualifications:
Education: Bachelor's Degree in Engineering, Transportation Planning, Urban Planning, or related field.
Experience: Three (3) years of transportation planning or development experience.

Though not requirements, strong candidates will have some of the following experience or are able to describe comparable experience:

  • Master's Degree in Civil Engineering, Transportation Planning, Urban Planning, or related field. 
  • Experience, training, or skills in implementing transportation demand management strategies and initiatives tailored to an urban, multi-modal environment; familiarity with social marketing strategies and programs related to individual travel choices.
  • Demonstrated ability to independently set workload priorities, manage budgets and collaborate with multidisciplinary teams (including consultants), and experience working with demanding and competing deadlines and supervisory experience.
  • Experience, training, or skills in strategic planning is a plus. Experience, training, or skills performing significant work with elected officials, peer organizations/agencies, and members of the public; excellent communication skills (written and oral) that are effective and persuasive with a wide diversity of people. 
  • Ability to interpret and apply policy and make recommendations for policy change and implementation and the local and state levels. 
  • Familiarity with traffic impact analyses and parking utilization studies and ability to recommend demand management strategies for specific sites or development proposals.
  • Ability to analyze data, define problems, identify potential solutions, develop implementation strategies, and evaluate outcomes. 
  • Proficiency with spreadsheets, word processing, presentation, database, and project management software.
  • Demonstrated understanding of the relationship between TDM and related areas in behavioral science, economic development, transportation equity, climate strategy, etc.
