OVERALL JOB OBJECTIVE: 

 

Under general direction and with limited supervision, position will provide critical transit planning support, administration, and customer service for the City of Boulder’s transit program. Primary work functions include transit service monitoring and mapping, local service planning, local bus stop program administration, grant administration, contracted services support and administration, grant research and development, and customer service with riders and the public. This position works closely with the Transit Program Manager and internal and external stakeholders in coordinating transit program activities and initiatives with multimodal transportation options and city-wide goals. Other duties may be assigned. May perform related duties as required to meet the needs of the City.  


The starting pay for this position is $81,744.00 - $99,840.00 annually, commensurate with experience.

Responsibilities

DUTIES AND RESPONSIBILITIES: 

 

1. Coordinates annual qualitative and quantitative monitoring activities of transit service levels, service changes, ridership trends, and demographics related to local and regional transit routes serving Boulder.   

  • Update and archive online map database to reflect changes in the RTD, HOP, CU Boulder Buff Bus, and Fort Collins Transfort route networks serving Boulder.  

  • Track, analyze, and provide summary reports specific to route service levels. 

  • Coordinate and maintain community-level, route-level, and bus stop-level ridership databases, reports, and related GIS files; provide related summary reports and technical information as needed. 

  • Analyze and provide demographic and ridership data specific to transit services and markets in support of grant applications. 

  • Provide technical support to internal and external stakeholders in the advancement of transit services and related capital projects. 

 

2. Provide transit service planning and operational coordination in support of local transit services managed, co-funded, and planned by the city. 

  • In coordination with city’s local transit provider, develop service plans and schedules, cost estimates and public informational materials for HOP, Park-to-Park, and HOP2Chautauqua bus services. 

  • Update and maintain public information, maps, and schedules specific to city contracted transit services on websites and promotional materials.      

  • Respond in a timely, informed, and professional manner to customer service inquires related to city contracted transit services.  

  • Develop new local fixed-route and demand-response bus transit service concepts, plans, and scenarios as needed for analysis and consideration.  

  • Provide technical support in service coordination meetings with local transit operators, including RTD, Via Mobility Services, CU Boulder, Boulder County, and Transfort.  

  • Provide technical support to the Boulder County Office of Emergency Management during emergencies requiring coordination of transit services. 

 

3. Oversee the local bus stop inventory and maintenance needs. 

  • Maintain a current database and GIS inventory of bus stop locations, amenities, and maintenance responsibility. 

  • Direct and manage contractors responsible for cleaning, maintenance, and repair of local bus stops; coordinate related efforts with RTD as necessary. 

  • Respond in a timely, informed, and professional manner to customer service inquires related to bus stop cleaning and repair needs.  

  • Coordinate with internal stakeholders and RTD on evolving needs to temporarily close or relocate bus stops during construction and special event activities. 

  • Maintain, coordinate, and monitor annual program for contracted and volunteer snow removal at local bus stops.   

  • Develop bus stop asset inventory with identification of bus stops needing replacement or new amenities, based upon exiting conditions and RTD’s bus stop amenity placement guidelines. 

  • Provide technical review and assistance in projects involving bus stop construction and upgrades.   

 

4. Provide grant management support and administration for transit program activities and coordinate with and support internal staff and service providers in transportation-related grant application research, writing, and development. 

  • Maintain file organization for collecting and organizing all digital files needed as a CDOT Transit and Rail subrecipient.   

  • Review and organize program compliance files from Via Mobility Services, as part of city’s subrecipient program oversight responsibilities. 

  • Remain current on CDOT and FTA program and grant requirements of a subrecipient.   

  • Provide grant reporting updates and files to CDOT and other funding partners as required. 

  • Monitor grant funding opportunities and work with department management to determine project competitiveness; develop and lead internal grant project selection processes. 

  • Coordinate approach to grant selection process and staff efforts to complete applications. 

  • Conduct research and data analysis exercises. 

  • Coordinate grant-related efforts with other city departments, local jurisdictions, and local, regional, and state agencies. 

  • Craft application content, including written narrative and graphic exhibits or supporting materials. 

  • Coordinate grant application submittal and QA/QC. 

  • Seek and assess feedback on unfunded grant applications to inform future submittals.  

  • Track cumulative grant award amounts to inform strategic planning and public messaging. 

  • Integrate City of Boulder’s values into overall grant writing approach, such as Racial Equity and fiscal responsibility. 

 

5. Assist in the development and management of contracted service agreements, performance tracking, and related payments.   

 

6. Professionally represent the City of Boulder and its interests in supporting and enhancing transit services and use in the community. 

  • Represent the City of Boulder in meetings with members of the public, neighborhood groups, and public officials to receive and provide input into transit planning. 

  • Serve as a senior liaison to city advisory boards, City Council, advocacy organizations, other community groups, and the public. 

  • Provide technical assistance to advisory groups, boards, committees, and the public. 

  • Prepare materials for Transportation Advisory Board, City Council meetings, and study sessions. Preparation includes writing materials, assembling documents presentation graphics, reviewing materials, and presentation of agenda items. 

  • Make formal presentations at Transportation Advisory Board, City Council, and other community group meetings. Collaborate with transportation and communications staff to develop marketing and education programs to encourage transit use. 

  • Receive and respond to public concerns, comments, and suggestions. 

 

7. Other: 

  • Performs related duties as required to meet the needs of the city. 

  • Takes proper safety precautions to prevent accidents.  Responsible for the safety of self, others, materials, and equipment.  Uses all required safety equipment and follows all safety regulations, policies, and procedures.  Reports all accidents and damage to city property. 

  • Responsible for knowing and complying with all city and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies. 

Qualifications

REQUIRED MINIMUM QUALIFICATIONS: 

 

Bachelor’s degree in Transportation, Urban Planning, Transportation Engineering, Public Administration, or related field, and a minimum of five years of professional transportation planning experience, or an equivalent combination of education/experience. 

   

  • Courteous and effective verbal and written communication skills.  

  • Demonstrated public presentation skills for community groups, boards, and commissions. 

  • Demonstrated interpersonal, organizational, and analytical skills. 

  • Knowledge of transit planning principles, survey design, implementation, analysis, and awareness of trends in transit and recent transit research; bus stop and transit facility design principles; computer applications for transit operations and capital inventories; grant administration practices; contract administration practices; public relations concepts; marketing concepts; and public planning and involvement processes. 

  • Ability to develop and produce written reports; work on several projects at the same time with periodic interruptions; remain flexible in work assignments and respond rapidly to changing priorities; recognize opportunities to complete work more efficiently and economically.  

  • Ability to understand and analyze data, recognize the need for additional data, synthesize large amounts of complex information and data from many sources, and conduct statistical studies and other numerical analyses. 

  • Ability to face difficult and sometimes complex problems, requiring judgment and initiative to select methods and techniques for obtaining solutions. 

  • Ability to understand and manage grant program requirements, file archives, and reporting activities.   

  • Ability to take a broad perspective on planning issues, considering impacts on the entire organization and community; deal with conflict and seek appropriate avenues of resolution; and interpret and implement applicable federal and state mandates. 

  • Ability to work as an effective team member and establish and maintain effective working relationships with those contacted in the course of work; meet position attendance requirements; work safely; perform job functions in a timely and accurate manner; communicate effectively with other employees and the general public, using courtesy, tact, and good judgment, and serve as a positive and professional representative of the City of Boulder.   

 

Valid Colorado driver’s license.  Have and maintain acceptable background information, including criminal conviction history, credit history, and acceptable motor vehicle record.   

 

DESIRED QUALIFICATIONS – In addition to the required minimum qualifications: 

 

Master’s degree in Transportation, Urban Planning Public Administration, Transportation Engineering, or related field – can substitute for 2 years of experience.  Exceptional experience/performance will be considered in lieu of additional education. Knowledge and understanding of the community, including its geography, politics, interests, organizational characteristics, and laws. Ability to manage budgets and expenditures and experience assisting with budget preparation. Familiarity with computers including, database and Excel spreadsheet/software, Geographic Information Systems, transit software platforms like Remix, and the Adobe creative suite including Adobe Illustrator. Demonstrated flexibility, creativity, and innovation.
