Transportation Planner Position

This position is located in the District Department of Transportation (DDOT), Project Delivery Administration (PDA), Planning and Sustainability Division (PSD), Environmental Program Branch (EPB). DDOT’s mission is to enhance the quality of life for District residents and visitors by ensuring that people, goods, and information move efficiently and safely with minimal adverse impact on residents and the environment.   This position works under the general direction of the EPB Manager who provides general administrative direction and technical requirements for the position.  The position is responsible for supporting environmental team members working in the overall context of project delivery for DDOT infrastructure projects and includes preparation of environmental documents and agreements, environmental review, commitment tracking, compliance with federal and local regulations, coordinating with federal, state, and local environmental and resource agencies and working on multidisciplinary teams within DDOT and externally.

Duties and Responsibilities

The incumbent collects and analyzes data pertaining to environmental resources, regulations and project commitments for various transportation projects, plans, and designs to accommodate the needs of various modes of transportation.  Reviews and develops environmental documents to ensure compliance with Federal requirements of the National Environmental Protection Act (NEPA) and other regulations.  Assists project managers in the development of alternatives to assure the safe and efficient utilization of the District of Columbia’s public transportation system.  

Coordinates environmental team activities with other divisional personnel (i.e. safety, engineering, asset management, and planning), as well as with District. Federal, and regional agencies to ensure mutual basic policy commitment on environmental resource, regulation, and policy compatibility.  Assists in the preparation of the annual Federal Highway Administration (FHWA) environmental reporting.  Attends and assists in meetings, seminars, and conferences related to environmental planning and stakeholder coordination. Performs other related duties as assigned.

Qualifications and Education

Bachelor's degree from an accredited college or university related to environmental science, urban/community planning, public policy, transportation planning, transportation engineering, environmental engineering, or other fields related to the position.  A minimum of one (1) year of experience with a moderate professional knowledge of environmental review and analysis under NEPA or similar requirements and transportation and urban and regional planning theories, concepts, and principles is highly desired.

Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position including but are not limited to, concepts and principles of transportation, environmental/transportation planning, public environmental requirements, and NEPA.  To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.
