Transportation Planner (Mass Transit Term)

JOB SUMMARY

This position is located in the District Department of Transportation (DDOT), Project Delivery Administration, Transit Delivery Division (TDD). The Division monitors, plans, and evaluates public transportation programs for District residents, visitors, and workers. One of the Division's primary functions is to support all District local transit rules, regulations, guidelines, and policies. This includes collection and preparation of technical material, consideration of major policy, budgetary, and service-delivery issues, monitoring and evaluating fares, routes and service levels for rail and bus systems.

Responsibilities

DUTIES AND RESPONSIBILITIES

The incumbent is responsible for developing communications materials, public and stakeholder outreach strategies, data collection, analysis, and planning support for projects to improve bus speeds and reliability. The incumbent provides communications, outreach, and technical support for all phases of transportation planning and traffic engineering, operations, roadway design and management as related to coordination, advocacy, and implementation of transit improvement strategies. The incumbent will develop presentations, graphics, maps, analysis of transportation and transit data, website updates, and written summaries of existing conditions related to project development studies to improve transit service efficiency and route performance.

This position develops materials on transit projects for public review. Works closely with other Transit Planners to discuss projects from inception to close-out, ensuring full understanding to aide with material development. Will coordinate with other divisions on materials and plans to ensure they provide a safe and efficient transit system for users. The incumbent will review alternatives for the efficient use of transit services with clarity and understanding. Will advocate for recommendations to include accommodations for bicycles (e.g., protected bicycle lanes) and pedestrians along transit corridors. This position will review data collected by WMATA or other transit operator on speed, reliability, and ridership trends to inform methods to present to the public. Will analyze recommendations to transit problems as identified by ANCs, Council staff, community groups, technical staff, and elected officials. The incumbent will attend meeting, seminars, and professional conferences relating to transit systems planning. Will also attend evening and weekend meetings, as necessary to coordinate city-wide transit planning with the public. The incumbent will make presentations to explain transportation policies and plans, using PowerPoint software, maps, charts, and other visual methods.

Most of the work is in an office setting but will require field site visits.  The work is primarily sedentary, requiring no special physical demands.

Qualifications

QUALIFICATIONS AND EDUCATION

Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

This position requires at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression. Specialized experience is experience which is directly related to the position and has equipped the person with the knowledge, skills, and abilities to successfully perform the duties of the position. Which includes experience with managing multidisciplinary and multimodal urban projects with State, local, or municipal DOT. Proficiency in the development of presentation materials, charts, and graphics to address transit issues. Knowledge of multidisciplinary and multimodal urban projects with State, local, or municipal DOT experience. Knowledge of collaborative efforts with transit agencies to assess service operations and formulate recommendations. Ability to utilize Microsoft Office Suite efficiently and possess excellent oral and written communication skills.

Bachelor's degree in urban/community planning, civil engineering, transportation planning, or transportation engineering is preferred. 

LICENSE AND CERTIFICATION

Must possess and maintain a valid driver's license and have an acceptable driving record.
