Transportation Planner

This position is in the District Department of Transportation (DDOT), Project Delivery Administration (PDA), Planning and Sustainability Division (PSD), Active Transportation Branch. DDOT’s mission is to enhance the quality of life for District residents and visitors by ensuring that people, goods, and information move efficiently and safely with minimal adverse impact on residents and the environment.

Plan and develop multi-use trails for bicyclists and pedestrians. This position works under the general direction of the Active Transportation Branch Manager and Trails Program Manager, who provide general administrative direction and technical requirements for the position.

Responsibilities

The major duties below are representative of the types of duties that may be required from the incumbent during their employment and may not include all duties required for this position. Supports the Project/Program Manager to plan, design, operate, and maintain multi-use trails throughout the District. Supports strategic planning and prioritization of the Trails program’s work portfolio. Coordinates with other Department personnel, (i.e., safety, operations, construction, asset management, and policy), other District, regional and federal agencies and permitting entities to ensure the successful development of trails and other bicycle and pedestrian facilities. Serves as the lead data coordinator for the Trails and Bike Lane program, including managing geo-spatial information and developing maps and graphics. Supports the bicycle and pedestrian count program, including procurement and managing automated bicycle and pedestrian counters for operations, data validation, and data analysis.

Develops and implements trail wayfinding and improvement plans. Supports and conducts outreach for the Trails program with community groups, Advisory Neighborhood Commissions (ANCs), Bicycle, Pedestrian, and Trail Advisory Councils, business owners and organizations, and non-profit organizations. Attends ANC and community organization meetings to provide information and updates about upcoming projects. Collects and analyzes data to track and monitor the progress of the Trails program. Makes recommendations to improve the program based on data analysis. Summarizes data for internal and external presentation. Conducts public involvement initiatives and stakeholder meetings, including developing workshops and making public presentations. Incumbent may be requested to assist with other duties such as development review, capital project review, long-range planning, public space permitting, and neighborhood-scale transportation studies.

Qualifications

Bachelor’s degree is required from an accredited college or university in one of the following areas: urban/community planning, transportation, environmental studies, engineering, geography, public policy, landscape architecture, or another applicable field.

OR

Applicant must possess at least three (3) years of specialized experience equivalent to the next lower grade level.

Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position.  To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
