We are seeking two experienced Transportation Planners. These positions will be stationed at our Seattle office, however, can work remotely from anywhere in Washington state with the expectation to attend meetings as needed.
 
As a project manager, this position will analyze, develop and/or update transportation demand management (TDM) and public transportation rules, legislation, guidance, and programs. This position will develop internal and external organizational capacity associated with commute trip reduction, demand management and multimodal transportation planning and implementation. This position also engages colleagues and stakeholders inside and outside WSDOT to advance TDM as a part of a high-performing, multimodal and more equitable transportation system.

Responsibilities

What to Expect
Among the varied range of responsibilities held within this role, the Transportation Planner will:
Trip reduction

  • Plan and conduct advanced transportation studies and policies and plan development projects related to trip reduction.
  • Evaluate and amend trip reduction rules (WACs) and laws (RCWs) to ensure trip reduction programs better serve community needs.
  • Evaluate multidimensional and complex policy issues and plans that have division, agency or public transportation industry-wide applications and impacts.
  • Provide policy and planning recommendations to division teams, division and agency managers and executives, the TDM Executive Board, TDM Technical Committee, the Joint Transportation Committee, legislative staff and others.
  • Develop and evaluate division, agency and TDM Executive Board goals, policies and work plans to guide engagement, policy development and collaborative decision making.
  • Support TDM Executive Board and TDM Technical Committee member development and engagement.

Transportation demand management

  • Plan and conduct advanced transportation studies and projects related to transportation demand management and trip reduction.
  • Evaluate multimodal and complex policy issues and plans that have division, agency, or public transportation industry-wide application and impacts.
  • Develop and apply data-driven, evaluative techniques to study and conduct tests of current and emerging policy, plans, and projects, evolving regulatory issues, and changing process requirements.

Organizational development

  • Support coaching and training to agency colleagues and staff from partner organizations to build planning, policy, trip reduction and transportation demand management expertise and capacity.

 

Qualifications

To be considered for this opportunity, the following are required:

  • Two (2) years as a Transportation Planning Specialist 3 or Transportation Engineer 3, Landscape Designer 3, or equivalent classification in city or county agencies.

OR 

  • Bachelor's degree involving major study in transportation; landscape architecture; environmental or urban, regional or land use planning, engineering, public or business administration; economics, biology, natural or physical sciences; or public policy, political science, or administration.

AND

  • Four (4) years of professional transportation experience involving analysis and evaluation of transportation issues and problems. Analysis of environmental issues and problems that involve policy analysis and policy development will also be considered qualifying experience. A Master's degree in one of the above fields will substitute for one year of the required experience. A doctoral degree in law will also substitute for one year of the required experience.
