Transportation Demand Management Coordinator

Lead, manage and coordinate the City’s Transportation Demand Management Program, including education, outreach, and encouragement programs and evaluation efforts, for both employer and residential TDM programs. Manage and coordinate the state-required Commute Trip Reduction Program. Support and participate in multimodal plan and project development, organize and participate in public engagement processes, and develop work plans and grant applications. Conduct research, analyze data, and develop staff reports and presentations. Respond to public inquiries and coordinate with internal staff and external partners. Serve on state and regional technical committees and working groups. Apply an equity lens to all programs and initiatives.

This is a full-time, limited-term, exempt union position ending December 2023.

Responsibilities

Essential Functions:

  • Manage the Get There SW Washington transportation demand management program which includes the Clark County Commute Trip Reduction program and the development of a new residential-user focused TDM program. Develop and recommend updates to program policies and procedures. Coordinate surveys, analyze program data, and provide reports.  Develop outreach materials and campaigns, and lead outreach to businesses, employees, and residents. Collaborate with program partners and coordinate and lead public events. Develop and refine program elements as needed.
  • Support transportation policy, program, plan, and project development, and implementation with internal staff and planning partners. Policies, programs, plans, and projects may include but are not limited to initiatives such as micro-mobility policies; travel demand management programs; the Transportation System Plan and transportation elements of subarea/district plans; and multimodal safety, accessibility, and mobility projects to serve people walking, biking, taking transit and using mobility devices such as wheelchairs.
  • Prepare transportation grant applications, including coordinating with other technical staff to draft project narratives; developing exhibits such as graphs/charts, tables, GIS maps, and photo galleries; soliciting letters of support from planning partners; and coordinating with engineering staff to develop project plans and cost estimates. Support implementation of successful grant projects and initiatives.
  • Coordinate with internal communications and planning staff as well as community partners and hired consultants to plan and implement community engagement activities. Communicate strategically in both writing and speaking to multiple, often overlapping audiences, including internal staff, planning partners, community members, and community-based organizations. Utilize an equity lens in developing materials and engagement activities, including culturally responsive outreach to BIPOC, low-income and refugee communities and people with disabilities.
  • Coordinate with other City departments and public agencies on specific projects; schedule meetings, prepare agendas, and facilitate and summarize discussions. Respond to inquiries in order to effectively support relevant projects, programs, and initiatives. Support senior staff in facilitating and/or presenting at meetings and events for community groups, advisory committees, boards and commissions, City Council, and other partners and stakeholders. Represent the City in meetings and with the public, community groups, and stakeholders.
  • Develop and conduct evaluation processes to review, measure and analyze program participation, effectiveness, and outcomes. Monitor ongoing compliance with code-based TDM requirements.
Qualifications

Experience and Education

  • Three (3) years of related experience in transportation planning and/or advocacy, economic development, or other related field
  • Equivalent to a Bachelor's Degree in planning, architecture, engineering or related field
  • Equivalent combinations of education and experience may be considered.

Computer Skills

  • Intermediate skills in geographic information systems mapping software
  • Intermediate skills in graphic design software
  • Intermediate skills in Microsoft Word, Excel, Outlook and PowerPoint

Knowledge

  • Principles and practices of transportation planning, including transportation demand management, bicycle and pedestrian planning, and complete streets
  • Principles and practices of effective and equitable public outreach and engagement
  • Knowledge of principles, methodology, and practices of research and data collection
  • Pertinent federal, state and local transportation grant opportunities
  • Pertinent federal, state and local laws, codes and regulations
  • Personal computers, data analysis/spreadsheet software, and GIS
  • Use of personal computers and basic software
  • Modern office procedures, methods and computer equipment
