Sr / Transportation Analyst – Policy & Analysis

The Northeast Corridor Commission is seeking a highly motivated candidate to join its hard-working and enthusiastic staff. The Commission was established by Congress in the Passenger Rail Investment and Improvement Act of 2008 to coordinate the agencies that share the region’s core rail network. While the Commission has been administratively hosted by Amtrak since 2011, its staff is an independent team of transportation professionals. This position will support a variety of Commission initiatives, giving the successful candidate broad exposure to many technical areas. The position will support implementation of the Northeast Corridor (NEC) Cost Allocation Model as well as collecting and analyzing data for the Commission’s quarterly and annual reports.

Specific responsibilities will include collecting, managing, and analyzing financial, operations, and train delay data from transportation agencies located across the Northeast from Massachusetts to Virginia. This position may also support other Commission initiatives including, but not limited to, planning and program implementation. This role requires a high degree of technical competency, strong organizational skills, meticulous attention to detail, and experience in data analytics and communicating complicated technical information to lay audiences. Experience working in transportation, particularly public transportation, is beneficial.

This position is intended to be located in Philadelphia, PA. However, there may be flexibility to locate the position in Washington, DC or New York, NY.

Responsibilities
  • Support the development of the annual NEC Cost Allocation Model, quarterly and annual reports, and other projects, as needed.
  • Support the collection, transformation, and analysis of financial, capital delivery and train operations data from a dozen transportation agencies normalizing data for use by NEC Commission staff, and the maintenance of databases.
  • Support the development of memos and slideshow presentations and deliver brief presentations to stakeholders.
  • Support coordination with external contacts at member agencies including responses to ongoing complex questions and policy concerns from external stakeholders; performing ad hoc analyses; and facilitating the resolution of any identified issues among stakeholders.
  • Support the ongoing development of the Cost Allocation Policy.
  • Support the preparation of documents and reports, both public and internal. Report preparation includes development of text and graphics that communicate technical information to a general audience.
  • Support planning for and executing meetings of the Commission, its committees, and its working groups.
Qualifications

Required:

  • Bachelor’s degree in transportation planning, public policy/administration, engineering, business, finance, or a related field.
  • Transportation Analyst: 2-3 years professional experience, especially direct experience in passenger rail or transit. Relevant Master’s degree may count towards years of experience.
  • Senior Transportation Analyst: 4-5 years professional experience, especially direct experience in passenger rail or transit. Relevant Master’s degree may count towards years of experience.
  • Experience collecting, managing, evaluating, and interpreting data, particularly financial data.
  • Excellent computer skills in data processing and analysis, particularly in Microsoft Excel and Access, and an interest in expanding working knowledge of these and other data processing and management tools as needed to meet evolving project needs.
  • Strong skills in written, verbal, and graphic communication of quantitative and qualitative information, including the ability to clearly express technical concepts to wide audiences.
  • Ability to solve problems independently, identify potential process improvements, and work in a highly collaborative team environment.
  • Strong attention to detail and excellent organization skills, including the ability to organize and store large quantities of files and data.
  • Demonstrated interest in passenger rail transportation and/or the ability to learn the details of the Northeast Corridor rail infrastructure and its commuter, intercity and freight rail operations.
  • Excellent oral and written communication skills.

Preferred:

  • Master’s degree in transportation planning, public policy/administration, engineering, business, or a related field.
  • Experience with data visualization and business intelligence tools (e.g., PowerBI, Tableau), Adobe Creative Cloud (particularly Illustrator and InDesign), and programming languages (such as R, SQL, or Python).
