Pay and Benefits

BART offers comprehensive compensation and benefits programs. Benefits include CalPERS pension; excellent medical (effective January 1, 2022 current employee cost $157.35 monthly for most plans), vision, and dental coverage; supplemental insurances; paid holidays and vacation; as well as two investment programs, one of which is entirely funded by BART. BART does not participate in Social Security. Complimentary BART passes for employee and qualifying dependents.

$105,106.44 /annually - $136,638.03/annually (AFSCME Band E)

Initial salary will be offered between $105,106.44 /annually - $120,872.24/annually (commensurate with experience)

Responsibilities

Current Assignment

The selected incumbent will be responsible for conducting grants research, grant application development, funding advocacy support, grant reporting support, including, but not limited to, the following activities

  • Performs analysis in support of pursuing funding.
  • Monitors financial status of assigned projects and programs, including maintaining funding records and funding plans, collecting and updating project cost information, supporting grant reporting activities, and identifying funding sources and grant opportunities or requesting extensions of secured grants.
  • Coordinates the development of applications for grant funding opportunities and allocation requests; advises management regarding grant and funding opportunities; and supports staff from other departments in preparing and delivering grant application packages.
  • Supports grant and funding advocacy efforts in Contra Costa and San Mateo Counties; includes preparing for and attending assigned Contra Costa Transportation Authority (CCTA), Regional Transportation Planning Committees (RTPC), San Mateo County Transportation Authority (SMCTA), or City/County Association of Governments of San Mateo County (C/CAG) meetings.
  • Provides staff support to District Board members and executives/managers on issues and projects of concern related to Contra Costa County.
  • Works directly with funding agencies in support of funding for BART’s capital program.
  • Supports BART engagement and collaboration in multi-jurisdictional projects, particularly with respect to project funding.
  • Participates in departmental and organizational strategic planning activities; recommends business process improvements for grants and funding advocacy activities.
  • May also lead the maintenance of the BART grants database and webpage.

In addition, other specific duties include

  • Serve as principal point of contact for transit security-related grants, including with the US Department of Justice, FEMA, California Office of Emergency Services, and Department of Homeland Security.
  • Supports Principal Grants Officer lead for Contra Costa County, assisting with meeting preparation and coverage.
  • Coordinates with staff in other departments to prepare annual Federal Transit Administration (FTA) grant applications in their grants management system, TrAMS.
  • Provides technical assistance for grant monitoring and reporting.
  • Assist in the implementation of the District’s Capital Project Selection process, including prioritization and fund mapping

Essential Job Functions

  • Coordinates drafting, technical analysis and submittal of grant applications, including securing letters of support and other supporting material as necessary.
  • Performs a variety of complex planning, development, and implementation of the District’s external work to advocate for and secure grant funding.
  • Assists in the development of grant strategies for active and potential projects; monitors and coordinates grant funding opportunities.
  • Monitors and attends meetings of external funding agencies, providing information and insight to internal decision makers regarding relevant developments; represents BART at external funding agency commission meetings as needed and on technical working groups and advisory committees.
  • Manages execution of grant funding agreements.
  • Responds to grant planning and development requests from various internal and external stakeholders; coordinates projects with internal planning and external staff to align grant applications and funding.
  • Participates in the development of policies and procedures; makes recommendations for changes

and improvements to existing procedures and practices; as appropriate, implements approved policies and procedures.

  • Prepares and presents project and funding updates to external partners; prepares analytical reports

and presentations for internal departments and external agencies; conducts complex technical analysis on current funding issues and trends.

  • Monitors funding plans, project cashflows, and total project costs (project estimate to complete)

for assigned projects to identify potential funding and cashflow gaps that require additional funding.

  • Contributes to Grant Development and Advocacy website; updates Funding Tracker and Capital Improvement Program.
  • Coordinates and participates in District, department, or division organizational studies involving administrative or operational systems, procedures, functions, processes, and techniques
  • Trains assigned employees in their area of work including work methods, procedures, and techniques.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of financial analysis and program management.
Qualifications

Minimum Qualifications

Education A Bachelor’s degree in public policy, public administration, business administration, finance, or a closely related field from an accredited college or university.

Experience Three (3) years of (full-time equivalent) verifiable professional grant development, legislative advocacy and/or planning experience including financial analysis experience.

Substitution Additional professional experience as outlined above may be substituted for the education on a year-for year basis. A college degree is preferred.
