Salary range is $70k to $160k, with a midpoint of $115k.  New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE: 

Under general direction, the Senior Project Manager - Urban Design  performs a full range of senior technical and/or team leader duties in urban design, station area planning, strategic thinking, and project management in support of the Office of Planning and Integration and the West Seattle/Ballard Link Extension project with focus on urban design and station area planning in project development; leads and supports transit corridor studies through leadership of station area planning and corridor land use planning efforts; gathers, analyzes and disseminates information to facilitate decision-making; and coordination of activities among Agency staff/consultants, other governmental agencies, and the public during the various phases of assigned projects.

Responsibilities

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

• Manages urban design and station area planning projects focusing on integration of access and Transit Oriented Development (TOD) program goals into the Agency’s capital project development process.

• Applies principles of urban design to spatial planning issues, opportunities, and challenges at the site, district, and transit corridor scale.

• Develops concepts, plans, and guidelines for the layout, programming, and design of high-capacity transit station sites and adjacent public real, streets, and transit-oriented development.

• Leads stakeholder and community engagement events, including design charrettes, to explore and/or solve complex design problems in dialogue with others. 

• Provides design direction to specialized and general design and planning consultants retained by the Agency for capital transit project development, transit-oriented development, and multimodal access.

• Collaborates with architects, engineers, and transportation planners in an interdisciplinary fashion to site high-capacity transit stations and associated facilities, following best practices of urban design.

• Uses graphic communication such as standard architectural projection drawings (for example plan, section, 3D-model) and diagrams to depict concepts and processes of urban design to internal and external stakeholders.

• Contributes to agency- and/or community-led transit-oriented development opportunities to ensure site design achieves agency access, operational, and station area objectives and priorities. 

• Partners with local jurisdictions on project development of corridor level planning projects to identify and nurture transit-oriented development opportunities through station area planning, real estate acquisition and construction activities.  

• Devises and implements strategies to advance the Agency’s long-term opportunities to expand and enhance urban design, station area planning, and TOD integration into project delivery.

• Leads and supports essential program management activities for station area planning, including management of scope, quality, schedule, costs, personnel, consultants/contractors, contract documents and communications as well as external relationships with agencies and third parties.

• Serves on committees at all levels for capital infrastructure projects and transit corridor studies related to station area planning and urban design with work performed by Agency staff and consultants, as well as representing Sound Transit in local and regional planning studies.

• Provides support to the Division/Department on matters as directed; serves as staff on a variety of committees; prepares and presents reports and other necessary correspondence as needed; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to urban design and station area planning; incorporates new developments as appropriate; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

Qualifications

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor’s Degree in urban design, architecture, landscape architecture, urban planning, or closely related field and five years of experience in physical spatial planning and urban design roles; OR an equivalent combination of education, experience and internal successful or above performance rating.

Required Knowledge and Skills:

• Planning concepts, practices, procedures, and policy issues.

• Local and national public policies applicable to urban design and station area planning.

• Ability to read conceptual, schematic, and construction design drawings.

• Ability to generate 2D and 3D conceptual design drawings in the first instance using standard design drafting software such as AutoCAD, Revit, Rhinoceros, and/or SketchUp.

• Comfort and facility with graphic design software, such as Adobe Creative Suite and Microsoft PowerPoint, to illustrate planning and design concepts and processes.

• Project and contract management skills including preparation of scopes of work, schedules, budgets, public outreach plans, and other technical and informational documents.

• Developing project work plans and managing project teams.

• Operational characteristics, services, and activities of a transit oriented and joint development real estate project transactions, real estate acquisition, relocation, property management and disposition.

• Principles and practices of program development and administration.

• General project management/coordination techniques and principles.

• Pertinent federal, state, and local laws, codes, and regulations.

• Negotiation principles and practices.

• Principles of business letter writing and basic report preparation.

• English usage, spelling, grammar, and punctuation.

• Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.

• Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public. 

• Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies. 

• Overseeing, coordinating, and managing the services and activities of urban design and station area planning.

• Supporting projects and making decisions in fast-paced, difficult environments. 

• Preparing and analyzing complex data and comprehensive reports.

• Maintaining confidentiality and communicating with tact and diplomacy.

• Responding to inquiries and in effective oral and written communication.

• Researching, analyzing, and evaluating new service delivery methods and techniques.

• Applying project management/coordinator techniques and principles.

• Working cooperatively with other departments, Agency officials, and outside agencies.

• Monitoring and/or coordinating program/project operating budgets, costs, and schedules.

Physical Demands / Work Environment:  

• Work is performed in a standard office environment.

• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
