Senior Land Use Planner

The Long Range Planning Section in the Planning Division is hiring two (2) Senior Planners. The primary role of these positions is to support the development and production of a series of region plans currently underway. Work will be tailored to fit the skill set of the individual and is ideally a combination of long range planning and GIS skills.

Work may include but not be limited to:

Leading community outreach efforts, attending public events, and processing data collected during outreach efforts and public events. 

Conducting research, planning and technical analyses for region planning initiatives related to land use, transportation, housing, environmental resources, urban design, or zoning. 

Initiating and completing professional and technical studies in support of ongoing region planning initiatives.

Conducting work involving the development and use of geographic information systems (GIS) for web application development and/or map production.

Performing duties to discover patterns and trends through spatial analysis and mapping of data. 

The position is hybrid and will require in-person collaboration at the office, stakeholder meetings, or public events.

Bachelor’s degree or equivalent from an accredited four-year university or college in urban or community planning, urban design, architecture, or a closely related field;

Six (6) or more years of land planning experience. Preference will be given to candidates with experience and proficiency in GIS or urban design;

General familiarity with the County's geography and planning and zoning policies and/or ability to acquire this information;

Ability to maintain best practices and the highest professional standards;

Responsibilities

The selected candidate will be exposed to a range of professional experiences, from organizing and participating in community engagement efforts to developing long range strategies for the regions. Responsibilities may include but are not limited to:

Assisting with map production, data development, and web application development
Conducting equitable community engagement
Conducting research and authoring briefing documents on various planning topics
Writing Region Plan text
Assisting with review of zoning maps for the comprehensive zoning process
Providing strategies for the Region that will advance equity, inclusion and diversity into the planning process

Qualifications

A successful applicant shall also have:

  • Strong planning, organizational, and communication skills; 
  • Ability to work both remotely and onsite at any Anne Arundel County location; 
  • Ability to work both independently and as a member of a team. 
  • Working knowledge of or proficiency in ArcGIS Pro and ArcGIS Online/Portal environments for map production, data development, and web application development.

The Anne Arundel County Region Plans are community-driven land use documents that build on the work of Plan2040, the Countywide General Development Plan, in smaller areas. The Region Plans will evaluate community assets and needs, present a shared vision for the next 20 years, and make specific recommendations about planned land use, zoning, environmental protection, transportation improvements, public facilities, and community design. The Region Plans will be used as a reference for informing future requests such as piecemeal zoning requests, reviewing private development plans, and prioritizing projects for the capital improvement program and budget. The process is underway for Regions 2, 4, and 7 and is initiating for Regions 1, 3, and 9. The process for Regions 5, 6, and 8 will commence in January 2024.
