SENIOR ENGINEER

Transportation Services is seeking experienced Senior Engineers to oversee the conceptual, preliminary design and implementation of safe, comfortable all ages and abilities complete streets projects across Toronto. The successful candidate(s) will work in either the Cycling & Pedestrian Projects Unit or the Capital Projects & Program Unit.

More people are walking, riding bicycles and taking transit in Toronto than ever before. In some Toronto neighbourhoods, the cycling mode share is now over 20% and streets with more people walking and cycling than motor vehicles. Demand for safe, connected bikeways, innovative pedestrian/public realm projects and enhanced surface service throughout the city is on the rise.

As a result, Transportation Services is seeking experienced Senior Engineers to oversee the conceptual, preliminary design and implementation of projects for safe, comfortable complete streets – for all ages and abilities – across Toronto. The successful candidates will work in Cycling and Pedestrian Projects Unit or the Capital Projects and Program Unit.

The Cycling and Pedestrian Projects Unit is seeking one Senior Engineer. This unit is accountable for the integrated consultation, design and delivery of cycling and pedestrian infrastructure including new sidewalks and on and off street bikeways including quick build / standalone and civil focused projects and other public realm projects.

As the Senior Engineer in the Cycling and Pedestrians Projects Unit, you will report directly to the Manager of the Cycling and Pedestrian Projects Unit. You will provide professional and technical support overseeing the creation of new City specifications and guidelines, designing and obtaining approvals for new and upgraded bikeways, sidewalks and public realm/streetscaping projects. The projects will be focused on civil reconstruction and will include a diverse portfolio of transformative City projects. You will supervise and mentor design and engineering and urban design staff.

The Capital Projects and Program Unit is seeking one Senior Engineer. This unit is responsible for the planning, prioritization and programming of projects in Transportation Services' 10 Year, $5 billion Capital Program to ensure project and program objectives and benefits are realized as intended. This Unit manages the capital budget, identifies and programs near- and long-term delivery projects, and oversees initial feasibility of capital projects including active transportation, surface transit, Vision Zero, and other types of roadway projects.

As the Senior Engineer in the Capital Projects and Program Unit, you will report directly to the Manager of the Capital Projects and Program Unit. You will provide professional and technical support overseeing planning, programming, and preliminary design for safety related Vision Zero capital projects. You will also lead the management and delivery of in-service safety reviews, road safety audits, analysis of safety data and development of safety project prioritization frameworks using an equity centered approach.

Both positions will help to shape the future of Toronto's streets with a focus on equity, safety, comfort and active/multimodal transportation and work across the Division, with external partners and the public at the forefront of design, implementation and process innovation.

Responsibilities

The primary responsibilities of this position will include:
 

  • Leads the planning and design of safety focused pedestrian and bikeway projects.
     
  • Develops new guidelines and specifications, modifies established guides, and applies existing criteria in new manners to design and delivery of roadway design projects, with an emphasis on high quality bikeway, Vision Zero safety, public realm and surface transit projects.
     
  • Develops, reviews and implements preliminary and detailed plans and cost estimates for new bikeways, public realm, Vision Zero safety, surface transit and other roadway projects.
     
  • Supervises/directs professional engineering and technical personnel and leads multi-disciplinary project teams.
     
  • Prepares Committee and Council reports, presentations, memoranda, Request for Proposals, Request for Quotations, contract plans, specifications and estimates for tenders, evaluates tendered bids and makes recommendations for award of contracts.
     
  • Manages assigned projects delivery contracts and consultant assignments, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
     
  • Represents the Units and Division as a technical specialist at project and organizational meetings
     
  • Maintains relations with councillors, public, consultants, government agencies, developers, suppliers and contractors and formulates sound recommendations regarding such additions or alterations during design and construction phases.
Qualifications

Key Qualifications:
 

  1. Must be a qualified Engineer as defined by the Professional Engineers of Ontario (PEO) and registered as a Professional Engineer (P.Eng.) in good standing or eligible to register as a P.Eng with the PEO prior to the employment start date.
     
  2. Considerable experience managing the planning and delivery of complex transportation engineering studies and design projects, preferably in the design and delivery of bikeways, Vision Zero safety and public realm/streetscaping projects.
     
  3. Experience developing construction documents and cost estimates along with knowledge of horizontal and vertical roadway geometric design and/or traffic signal/systems design, construction, and operations.
     
  4. Experience planning, supervising, and providing work direction to technical and administrative staff, contractors and consultants
