Senior Comprehensive Planner

 In this position, you will perform comprehensive planning duties for the Comprehensive Planning team of the Planning and Community Development Department in support of the PlanCOS (the City’s comprehensive plan) including but not limited to our Neighborhood/Community Planning Program.

Responsibilities

Essential Job Functions- the basic job duties an employee must be able to perform:

  • Lead and/or coordinate with long-range planning processes related to land use growth and development, urban design, and transportation, specifically including the City's neighborhood/community planning program
  • Manage the development of long-range plans including original work and consultant contracts; research existing plans; create and provide implementation metrics and reports
  • Analyze areas for needs to be addressed through the planning processes; identify concerns from neighborhood groups and other stakeholders
  • Support the City's special financing district analysis, policy development, and special district application processing functions
  • Present planning initiatives and updates at public hearings before groups, including steering committees, community groups, the Planning Commission, and/or City Council
  • Coordinate activities and projects with other divisions, outside agencies, stakeholder organizations, and the public
  • Develop and implement comprehensive planning policies, urban standards, and programs to create a vibrant and successful City
  • Provide GIS support, including spatial analysis, modeling, and mapping for comprehensive planning
  • Proactively identify barriers to planning and development success; develop solutions to increase vibrancy and investment
  • Provide professional assistance to property owners, stakeholder groups, and department staff on design policies, placemaking, form-based codes, mobility, and other comprehensive planning, land use, and urban issues
  • Support the Department’s special district review processes.
Qualifications
 Knowledge of: 
  • Practical knowledge of comprehensive planning, land use, and urban planning
  • Pertinent federal, state, and local laws, codes, and regulations
  • Familiarity with and aptitude for public improvements and development financing preferred
  • Modern office equipment, including computers and related applications (especially Microsoft Office and GIS software) preferred
Ability to:
  • Prioritize, organize, and manage multiple projects
  • Effectively prepare, edit, and present information in written and oral form using a variety of formats and mediums
  • Tactfully handle stressful, sensitive, and potentially negative interactions with the public and stakeholders
  • Professionally handle passionate and sometimes aggressive interpersonal interactions
  • Consider different points of view to reach an agreement; utilize elements of persuasion to gain cooperation and the acceptance of ideas
  • Research historical data, maps, and applications that pertain to planning and land use
  • Perform effectively in multi-disciplinary teams, in some cases without clear lines of authority
  • Recruit, manage, and direct interns or other temporary staff as available and needed

 

Successful candidates will have

 

  • A bachelor's degree from an accredited college or university with major coursework in planning, geography, public administration, architecture, or a related field
  • Five years of full-time experience in planning (Note: Planning is defined as urban, regional, land use, and/or comprehensive long-range planning working with or for a municipal government.) or a related field
  •  
Ideal candidates will also have

 

  • Experience using ESRI GIS Software Suite, especially ARC GIS Online applications
  • Document design experience (e.g. Adobe InDesign)
  • Possess AICP (American Institute of Certified Planners) certification
