Realty Specialist/Lease Contracting Officer

This position reports to the Department of the Chief Operating Officer, Office of Procurement Services, in Washington, DC.

In support of the AmeriCorps National Civilian Community Corps (NCCC), as well as other components of the Corporation for National and Community Service, the Realty Specialist carries out functions directed at leasing and maintaining a combination of office space and residential facilities to house up to 500 adults. The Realty Specialist will identify the means to maximize the cost effectiveness of contractual arrangements that support such facilities.

  • Participates with NCCC management in determining long- and short-range lease planning, including: identifying long-range property needs, analyzing alternative strategies for meeting those needs, and recommending appropriate methods of acquisition, developing plans for acquisitions, determining administrative costs associated with acquisitions, and insuring that budget allocations are available when needed and time schedules are set up to integrate the various work phases of projects, as necessary.
  • Delineates property areas, develops factors for comparing buildings and facilities, and conducts comprehensive market analysis in accordance with General Services Administration manuals requirements, documents results and makes leasing recommendations based on the market analysis.
  • Negotiates the terms of leases and resolves any lease-related problems that may arise. Identifies cost overruns, future funding requirements, or other issues and recommends appropriate course(s) of action.
  • Ensures that lease transactions fall within the General Services Administration Manual and that leased property complies with Federal regulations and legislation relating to matters such as: hazardous wastes, air and water quality, and other environmental concerns.
  • Implements the Office of Procurement Service's NCCC leasing policy and procedural manual to comply with FAR and General Services Administration Acquisition manuals. Evaluates program or mission changes to determine impact on existing policies and procedures and recommends new or revised policy or procedures accordingly.
  • Participates in comprehensive, on-site monitoring reviews of program policies, procedures and practices regarding the implementation of rental leases. Identifies programmatic or administrative issues, cost or financial management concerns, and data integrity problems.

Qualifications

Applicants must have one year of specialized experience comparable in scope and responsibility to at least the upper range of the NY-02 pay band, which would be at or equivalent to, the GS-12 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience must include all of the following: 1) Work experience conducting real estate market analysis for multi use properties; 2) Work experience negotiating multi use or commercial real estate leases and contracts; 3) Experience that required the application of General Services Administration documentation for solicitation requests for leasing; and 4) Experience that required the application of Federal Acquisition Regulations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.

Note: Completion of the GSA Real Property Certificate Program is desirable.
