Program Officer, Impact & Evaluation

There is an exciting and rewarding opportunity to join Enterprise’s Impact & Evaluation (I&E) department. We are hiring a Program Officer to support our evaluation and impact assessment work. The I&E team conducts primary and secondary research and evaluation, provides technical assistance to inform community development strategies, and measures the impact of Enterprise’s work. Reflecting the cross-sectoral reach of Enterprise’s efforts, the I&E team’s work includes a focus on affordable housing as well as other key adjacent sectors, including education, health, economic mobility, resilience, and community development. We help internal and external partners use evaluation findings to demonstrate impact, inform their work and allocate resources.

The Program Officer will report to and work closely with the Director of Impact Assessment and Evaluation. The Program Officer will have the opportunity to work in a fast-paced and collaborative environment where individual contributions to projects are valued and team members are encouraged to develop and practice new skills. The Program Officer will also be able to learn new skills and participate in professional development opportunities.

Responsibilities
  • Support the full life cycle of Enterprise’s evaluation and impact assessment projects, including project scoping, client management, data collection and analysis, and presentation of findings.
  • Develop tools, reports and presentations that effectively communicate findings to a variety of internal and external stakeholders.
  • Use evaluation findings to create programmatic and operational recommendations and promote continuous improvement across Enterprise.
  • Seek opportunities to expand evaluation knowledge and skills. 
  • Use collaborative project management systems to track hours and project milestones.
  • Perform quality assurance reviews on work produced by other members of the team, in a cooperative manner that advances the department’s overall commitment to accuracy.
Qualifications
  • Undergraduate degree required in city planning, public policy or a related field that emphasizes analyzing and interpreting both quantitative and qualitative information. Graduate degree preferred
  • Minimum of 4 years of directly related experience in evaluating social programs using qualitative and quantitative data collection and analysis methods (e.g., survey design and implementation, interviews and focus groups, cost benefit analysis, analysis of administrative data, etc.).
  • Experience in community development and/or housing policy, urban economics, demographics and/or real estate development, or related sectors.
  • Curiosity, passion for equity, and excitement about sharing new skills and knowledge.
  • Excellent written and verbal communication skills, including experience in writing evaluation plans, research reports, issue briefs and related work products.
  • Ability to translate complex information for non-technical audiences.
  • Excellent critical thinking and creative problem-solving skills.
  • Excellent organizational and project management skills, with the ability to successfully work on multiple time-sensitive projects simultaneously.
  • Proficiency with Excel required. Experience with NVivo, Dedoose, Qualtrics, R or other quantitative and qualitative data collection and analysis programs is highly desirable.
