Program Manager WMS2

What you will be doing:

Program Managers are part of a team that collaborates across program areas with data and research staff and with policymakers.  As a Program Manager, you will develop and manage a group of related projects and operational activities for one or more of the agency's statewide traffic safety programs.  You will also help develop and oversee a variety of annual federal- and state-funded traffic safety projects, and collaborate with a diverse team of private, public, and non-profit stakeholders to carry out the agency's mission.  In this position, you will work closely with peers in the agency to analyze complex problems, develop innovative solutions based on proven traffic safety strategies, and create new programs when needed.  Your individual efforts will be maximized through a shared management approach that relies on trust, differing perspectives, respectful communication, personal accountability, and healthy team dynamics. Your work will include understanding and interpreting governing rules and regulations and executing programs that operate within those parameters to achieve life-changing results.  Because of the scope and importance of this work, we are looking for a creative and committed professional with strong administrative, communications, and program management skills, particularly one who thrives working in teams and independently.

WTSC recognizes that traffic safety is a very specialized field that requires specific training for successful candidates.  Transferrable skills can be gained in many fields and situations and may be substituted year for year for education.  WTSC will consider candidates with less than the required two (2) years of experience for a WMS 1 if that experience is relevant or if they have other compelling qualifications. Responsibilities

Some of what you’ll enjoy doing includes:

  • Become an expert in one or more traffic safety program areas.
  • Develop and track program area performance metrics to measure program and project effectiveness.
  • Contribute to the development of the annual Highway Safety Plan and create supporting program area grant applications.
  • Lead development of content for the Target Zero Strategic Highway Safety Plan within assigned program areas.
  • Deliver exceptional presentations and training content to diverse stakeholders, including legislative committees, Commission agencies, the media, and other state and local organizations.
  • Summarize program area performance for the WTSC Annual Report.
  • Conduct procurement and contracting activities to acquire third-party service providers.
  • Control project budgets and other dedicated resources during execution.
  • Develop and track project performance evaluation criteria.  
  • Negotiate working agreements with partners and other service providers to include defining scope of work, developing final budget, determining deliverables and milestones, and establishing appropriate evaluation criteria.
  • Manage financial resources by monitoring and evaluating expenditures from various funding sources, ensuring adherence to planned budgets, guiding regulations, and contractual terms.
  • Evaluate and process expenditure invoices within established agency timeframes.
  • Conduct project site visits to ensure compliance with federal grant regulations, state rules, and agency policies.
  • Monitor project activity to gauge progress, identify risks, learn best practices, and evaluate performance.
  • Collaborate with the External Relations Division in conducting press events and media interviews, and authoring news releases and advisories.
  • Manage appropriate documentation of monitoring and oversight of projects.
  • Serve as lead for one or more of the agency’s goals, key Initiatives, or strategies.
  • Develop, test, and implement innovative ideas for improving the efficiency of management practices and administrative processes.
  • Participate in agency process improvement efforts such as internal committees and teams focused on improving efficiency, clarity, or improved outcomes.
Qualifications

This position has been approved for in-training.  Candidates will be considered as a Program Manager In-Training (WMS 1) or a Program Manager (WMS 2) depending on qualifications.

REQUIRED:

WMS 1 level ($60,000 - $75,000):

  • Bachelor’s Degree in Public Health, Social Science, Communications, English, Organizational Leadership, Public Administration, or related field
  • Two (2) years of relevant experience in related field.   


*Additional qualifying experience may be substituted, year for year, for the required education.
**A Master’s degree in one of the above-academic disciplines may be substituted for the required experience.
 

WMS 2 level ($81,564 - $105,312):

  • A Bachelor's degree in Public Health, Social Science, Communications, English, Organizational Leadership, Public Administration, or a related field
  • At least five (5) years of relevant experience, including experience administering state and federal grants and negotiating contracts and amendments 
  • Two years of communication experience, including the ability to write for and speak with diverse audiences concisely and articulately.  OR Two years of experience leading teams through the process of establishing operating norms, defining and prioritizing objectives, preparing work plans and schedules, and driving performance

 

DESIRED/FAVORABLE:

  • Experience managing programs associated with driver behavior or traffic safety solutions 
  • Experience managing projects and/or programs from conception through their lifecycle (e.g., initiation, planning, execution, coordination, monitoring, closure, and evaluation) 
  • Experience developing terms, conditions, requirements, and specific language for contracts or interagency agreements.
  • Demonstrated experience in social marketing or related discipline focusing on influencing behavior change (e.g., public health, injury prevention or accident prevention programs, or others that encourage recycling, healthy eating, etc.).
  • Previous state government experience.
