Overview/Summary:

The Program Manager serves in the department of Professional Development Programs (PDP) and reports to the Chief Learning Officer (CLO). This position works closely with the CLO, various other program managers, the Program and Events Associate, and external training partners to ensure expert-level service delivery to members, customers, and learners. The key priorities of the Program Manager are oversight, management, and strategic execution of the peer-to-peer multi-agency exchange program and support of all leadership and professional development programs in Eno’s portfolio.

Responsibilities

Responsibilities include, but are not limited to:

75%: Program Management

Project Planning and Assessment

• Manage annual training calendar and location and venue selection

• Develop and manage multiple project workplans and coordinate staff involvement and support

• Provide consultative services to program members, as assigned, to include serving as leadership development specialist (LDS)

Financial Management

• Create and track multiple program budgets in alignment with Eno’s financial management and development plans

• Manage resource planning and utilization for the leadership programs, including the preparation, execution, and periodic monitoring of the program budgets

• Assist in annual audit

Learning Content Management

• Manage learning and development contractors

• Manage compilation and analysis of evaluations for continuous program improvement

• Work with Development and Policy Department in guest speaker selection

• Manage guest speaker administration including invitation, orientation, and follow-up

• Manage and maintain performance databases and track key performance indicators (KPIs) in collaboration with members

• Support development of participant and/or member web-based dashboards

Logistics

• Manage program and event logistics from start to finish

• Oversight of venue procurement, negotiation and program coordination

• Develop and manage communication of introductory information and course follow-up

• Coordinate purchase of program materials throughout program year

• Work with Communications Department to market training programs

• Update program websites, as necessary

• Travel to program/course offerings

Program Administration

• Manage application, enrollment and related administrative processes for training programs and leadership events

• Assist with managing Board of Regents (“BOR”; volunteer corps). Train and oversee the BOR’s work to meet program goals and objectives

• Maintain, track, and report program metrics on performance, diversity/inclusion, etc.

Certification Programs

• Manage application and claims processes for annual Eno certifications for PMP, AICP, etc.

• Manage individual event credentialing and eligibility to ensure credit is available to participants

Customer Care

• Provide technical assistance for all programs and program websites

• Engage with members and customers to deliver high-level customer care

20% Training and Development

Coaching

• Manage and engage in coaching relationships with all participants, as applicable

• Lead coaching for on-site small group sessions during programs, as needed

• Lead, conduct, and analyze 360° assessment process which includes providing information and individual coaching to program participants, as applicable

• Develop and deliver pre- and post-course webinars

Instructional Design and Course Management

• Conduct needs analysis, design/develop assigned e-learning and ILT courses using Adobe Articulate or Captivate

• Analyze training needs to develop new training programs; modify and improve existing programs

• Oversee, review and update course materials to ensure relevance and currency

• Evaluate instructor/facilitator performance and the effectiveness of training programs, providing recommendations for improvement

• Develop testing, evaluation, and survey methods/procedures

• Conduct Train-the-trainer (T-3) in techniques and skills for effective training delivery and in dealing with members and participants

5% Alumni Engagement

• Expand and engage the alumni network

• Assist with coordination of alumni content; quarterly guest speaker webinars, newsletters, and roundtables.

• Manage alumni website and social media content for leadership programs in coordination with Communications Department.

Licenses and Certifications

• Instructional Design training or certification preferred

• Project management training and experience preferred; certification preferred

Education and Experience

• Bachelor’s in business administration, management, organizational development or related field required

• Master’s degree in related field preferred

• Minimum 5 years’ work experience or equivalent combined education and work

Physical Essential Functions:

• Ability to occasionally lift up to 30 lbs

• Ability to occasionally bend at the waist, lift, reach

• Frequent walking and climbing stairs, inclines

• Hand-eye coordination and manual dexterity

• Ability to type at least 40 wpm

Qualifications

Minimum Qualifications and Core Competencies:

Knowledge:

Knowledge of adult learning theory, education and training, instructional design for instructor-led and web-based training, learning management systems, administrative management, customer and personal service, financial planning, advanced Word and Excel operations, and communications and social media.

Skills:

Familiar with adult learning strategies and methodologies, instructional design, training delivery, public speaking and presenting, strong communication, written and verbal, evaluating and assessing training performance, social media literacy, time management and organization, strategic budget planning and decision-making, advanced event planning and project management.

Abilities:

Ability to use deductive reasoning to produce answers to a problem, drive for desired outcomes, engage stakeholders at all levels, anticipate stakeholders needs and demands, shift between multiple priorities, concentrate on a task without being distracted, develop new, unusual or clever ideas about a given topic or situation, see both details and big picture and move between the two in balance and synergy, work effectively with team members at all levels across the organization, delegate or assign tasks to internal and external resources, and plan for contingences for unexpected happenings at events and programs; resolve conflict, make decisions, and negotiate with others for desired outcomes;
