Program Associate, Equitable Housing Solutions

Enterprise Advisors is a mission-based consultancy department within Enterprise focused on delivering capacity building and technical assistance in partnership with Federal agencies, units of local government, public housing authorities, nonprofit organizations, philanthropy, and others. The Equitable Housing Solutions (EHS) team partners with communities to develop and implement comprehensive affordable housing strategies that expand local tools, policies, capacity, and partnerships toward more equitable communities. By working together, our EHS team identifies and right-sizes solutions to address the most pressing housing challenges. Combining strategic thinking, policy, and financing experience, the EHS team develops community- and data-driven housing solutions that address unique market conditions, expand tools and resources, and leverage community assets – while building local capacity for the future.

We are seeking a dynamic Program Associate to join the EHS focus area and continue the integration of principles of systems change, access to opportunity, fair housing, place-based investments, economic mobility, and racial equity into the broader array of Advisors’ work.

The Program Associate will report to the Director for Equitable Housing Solutions.

Responsibilities:

The EHS Program Associate will:

  • Contribute to engagements with partner communities (typically 3-5 at a time)
    • Policy research and data analysis (quantitative and qualitative)
    • Report and presentation development
    • Internal project management support
    • Meeting note development
  • Manage projects with partner communities (one at a time)
  • Support the development of methods and approaches to leverage data and other information to assess market conditions to identify place-based solutions
  • Assist with refinement of internal written policies and procedures
  • Perform other duties as assigned
Qualifications

Qualifications:

  • An undergraduate degree or two (2) years of experience required conducting policy research and data analysis (quantitative and qualitative) on housing and related community development issues and trends. A graduate degree is preferred  
  • Participation in community engagement efforts with a diversity of stakeholders and residents
  • Proven ability to communicate effectively with team members, clients, community members, and/or stakeholders (written and oral communication skills)
  • Excellent data analysis skills, including proficiency with GIS and Excel
  • Effective presentation skills
  • Project management and time management; ability to set and meet deadlines across multiple projects
  • Familiarity with a broad array of housing policies and related tools
  • Ability to think creatively about systems change and new ways of approaching large challenges
  • Ability to maintain effective working relationships with diverse staff, partners, and clients
  • Comfort and experience working with diverse teams
  • Experience using project management tools preferred (e.g., Asana, SmartSheets, Planner, etc.)
  • Experience conducting interviews and focus groups preferred
  • Basic graphic design and data visualization skills preferred

  • Ability to travel to out-of-town work sites as required
