Program Analyst (GIS Specialist)

This position is located in the District Department of Transportation (DDOT), Performance Management Administration (PMA), Performance Management Division (PMD).  This position will report to DDOT Performance Manager and will be working closely with teams across the agency.  This position will assist teams and programs leveraging geographic information system (GIS) products to analyze, model, map, and visualize information and data. In particular, he/she will be the technical lead on ArcGIS Hub site management. A successful incumbent will improve DDOT’s decision-making, policy development, performance management, and internal and external communications.

Responsibilities

The incumbent will plan, develop, and conduct program analyses of substantial scale and impact concerning all aspects of current or projected operating programs for actual or potential effectiveness in achieving planned goals and objectives. The incumbent oversees the execution of programs of broad scope and mission impact. Reviews and interprets new and established directives, instructions, regulations, and delegations of authority for potential impact on major program objectives, operating policies, work operations, and progress. Assures program goals, objectives, and operations.  Prepares internal instructions, operating policies, procedures, and guidelines concerning assigned program(s) and recommends required changes and adjustments to assure proper and adequate accomplishment of program goals and objectives.

The incumbent will be responsible for managing DDOT’s Hub project site template implementation. He/she will work with project and program managers and guide them toward building and managing project and program websites using ArcGIS Hub technology. The incumbent will help teams analyze and visualize data, including creating maps and dashboards, to track input-output, aid decision-making, and enhance communication. They will explore and recommend technologies, applications, and systems to improve team efficiency, productivity, and performance. The candidate will provide data-based recommendations, streamline workflows, develop SOPs as needed, and support other performance management tasks as requested by the Performance Manager.

Qualifications

This position requires at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression. Specialized experience is experience that is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position.  Examples of specialized experience include knowledge of with data analytics programs such as Esri ArcGIS Pro and ArcGIS Online are highly preferred.

Advanced degrees in a quantitative discipline, such as computer science, data science, statistics, and mathematics preferred.
