This position will support the DC Circulator program in analysis and program management activities and support activities related to the transition of the diesel DC Circulator fleet to 100% Battery Electric Buses (BEB) program

Responsibilities

The incumbent will support the DC Circulator BEB program in bus procurement, facility planning, long term fleet transition planning, monitoring and data analysis of fleet and charger performance, and management of current and planned and high-level sustainability program. Will monitor contractors and support developing briefing materials on the electric bus and sustainability program initiatives and provide information to internal and external stakeholders as guided. Will require exhibited experience in bus electrification, transit operations, sustainability initiatives related to resilience, renewable energy and or climate change, and urban planning. The incumbent will assist with developing financial and performance reports, respond to technical inquiries from the public, understand transit information technology systems, experience in grant development, and have a background in transit funding. The incumbent will organize and deliver briefings to present findings, solutions, recommendations to managers, and prepares option papers and similar staff reports.

The incumbent will support tracking and reporting key performance management goals for the DC Circulator and electrification program. Will support the team in the development and implementation of new methods, organizational structures, and project management processes as well as include short- and long-term service planning for electric vehicles and support infrastructure. Will assist with long-term and short-term planning activities to support operational corrections and service expansion goals, with a focus on electric vehicle and other clean vehicle technologies. The incumbent will collect and analyze, as needed, data for senior management, as well as, the National Transit Database to meet program reporting requirements. Will provide recommendations for streamlining organizational procedures, including preparing and reviewing program performance data activities, data analysis and budget documents. A special focus will be dedicated to our zero emissions goals for the city and how DC Circulator contributes to them to advance them. The incumbent will draft division MOUs, memos, develops short-term and long-term plans for program growth. The incumbent will support the coordination for procurement efforts to acquire new electric vehicles.

Qualifications

Individual must possess one (1) year of specialized experience equivalent to the next lower grade in the normal line of progression . Specialized experience is experience which is directly related to the position and has equipped the person with the knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience includes but is not limited to knowledge of transportation/transit operations and delivery services, and experience. Knowledge and experience in bus procurement, grant writing, and project management. Extensive knowledge and ability to do data collection and analysis.

Bachelor’s degree with major study in accounting, business administration, business or commercial law, commerce, economics, finance, statistics, traffic management, transportation, or other fields related to the position is preferred.

Emergency Designation: This position has been designated as an emergency employee position under the provisions of District Personnel Manual, Chapter 12. These duties may be performed when the government is closed or when most employees are dismissed early. Employees are required to work rotating shifts, to include evenings, nights, weekends and holidays. Employees are considered emergency personnel and are subject to call-in 24 hours a day and will be required to provide the employing agency with a telephone number where they can be reached.
