EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

The ideal candidate will have prior experience in data analytics and an ability to quickly understand and use appropriate techniques to interpret the data.  Support/lead continuous improvement processes.  They will have an In-depth knowledge of a wide range of qualitative analysis methods and advanced program analysis techniques, concepts and practices, sufficient to perform effectiveness reviews of substantive agency programs.  They will have the knowledge and skills to analyze and evaluate difficult program issues involving agency programs and activities; agency missions, regulatory issues, policies, and objectives; program principles and processes; and the analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness.

Responsibilities

In this position, you will serve as a Program Analyst who provides senior leadership with program evaluation results that are utilized in the resource management process for greater program effectiveness. Typical assignments include:

  • Planning, developing, and implementing activities to support continuous improvement efforts for the PDM Program, including internal process monitoring, program evaluation and performance. This involves, and is not limited to, gathering data via surveys, stakeholder input, and direct observation.
  • Assessing performance of the grant review cycle in relation to PDM policy and priorities.
  • Using qualitative and quantitative analysis methods to develop reports and briefings for leadership to use in guiding future program development.
  • Monitoring progress of program activities to identify areas where significant deviations from plans and schedules are developing or have developed.
  • Providing guidance and recommendations to allow senior level managers to make reprogramming decisions early enough to facilitate corrective actions.
Qualifications

The qualification requirements listed below must be met within 30 days of the closing date of the announcement.

You qualify for this position at the IC-12 level (starting salary $68,299.00) if you possess the following: One full year of specialized experience equivalent to the next lower grade (IC-11) in the Federal Service.  This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience.  Specialized experience for this position includes:

  • Gathering and analyzing information from various stakeholders to improve programs, policies or processes;
  • Identifying process problems and/or system deficiencies and recommending improvements or solutions; 
  • Developing written requirements for operating processes.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
