Transportation and Mobility Planning develops plans for the local and regional movement of people and goods. It leverages local and regional stakeholders to develop long-range transportation and infrastructure plans, and plans for the implementation of projects, programs, and services. Current planning initiatives under this agency include: pedestrian, bicycle, transit, freight, shared mobility, Smart Cities and Vision Zero Programs.  

Transportation and Mobility Planning is seeking a Principal City Planner with experience and knowledge in transportation planning, urban design, comprehensive multi-modal planning, land use and transportation integration, and public engagement.

Type of projects the team is currently working on: 

  • DOTI Strategic Transportation Plan that will set the overall transportation mobility vision for Denver for the next 20 years and will define the work program and system integration needs to achieve overall mobility goals:  

  • Community Transportation Networks is implementing a new strategy for planning multimodal networks and rapidly building out a low-stress bike projects through this program.  

  • Downtown Denver Moves Denver Moves: Downtown is a planning effort that is re-envisioning the city’s downtown transportation system.  

Job duties and responsibilities of this position include, but are not limited to, the following: 

  • Guides, reviews, and evaluates planning initiatives for complex and multifaceted transportation networks and projects for the city or region, give advice and direction, and recommends modifications to plans and projects, and provides alternative solutions

  • Perform transportation planning work assignments. Efforts can range from city wide and area specific planning studies, data collection and research, modal analysis, transportation planning activities, traffic forecasting and modeling, corridor and sub-area/community studies, evaluating alternatives, and report writing    

  • Direct the completion of Denver Moves Everyone (DME) and oversee the effort’s project monitoring and tracking

  • Serves as a technical advisor to DOTI team, Denver/DOTI Executives, city officials, boards, commissions, the public, and other stakeholders on City goals, priorities, and regulations in the areas of land use, natural resources, conservation, municipal infrastructure, transportation, and the quality and livability of the City

  • Performs complex research and analysis on planning, design, and development issues; provide strategic direction and perform public engagement and involvement efforts with the community to establish priorities, determine problems and develops proposals, and responds to community concerns by providing information and explaining the City’s role in addressing issues

  • Coordinates effort to bring stakeholders together who have opposing views and interests to complete planning projects successfully

  • Lead the department’s efforts related to urban design and coordination with the Denver’s Community Planning & Design department 

  • Supervise junior level staff: providing coaching, mentoring, goal development, etc

  • Project manage consultant work efforts that include administration requirements, budget and expense compliance, managing deliverables and schedules

  • Build relationships with staff within DOTI and with other City agencies (Department of Finance, Parks and Recreation, Denver International Airport, Community Planning and Development, etc.) to align projects, priorities, and funding

  • Review work produced by those assigned to ensure that all applicable policies, procedures, and regulations are followed, that current techniques are utilized, and that quality is acceptable 

Qualifications

About You

Our ideal candidate will have: 

  • Master's Degree in City or Regional Planning, Public Administration, Business Administration, Project Management, or a related degree 

  • Six or more years of multimodal transportation planning experience with at least two years as a project manager 

  • Experience with integration of transportation and land use planning 

  • Urban design experience 

  • Budget and accounting experience 

  • A solution-oriented mindset 

  • Excellent communication skills and the ability to interpret highly technical engineering and planning information and create a convincing story to attain funding 

  • Methodical and strategic thinking 

  • Excellent project management and organizational skills 

  • Strong presentation and writing skills 

  • Ability to build constructive and effective relationships

  • Education: Bachelor's Degree in City or Regional Planning, Architecture, Landscape Architecture, Historic Preservation, Engineering, or a related degree 

  • Experience: Six (6) years of professional planning experience 

  • Licensures/Certification(s): Requires a valid Driver's License at the time of application. Licenses and certifications must be kept current as a condition of employment 

  • Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements
