Planning Supervisor - Land Use Review

In this position, you will provide direct supervision and leadership of land use review staff assigned to a geographic review team. You will oversee performance management, training, coaching, process improvement, staff empowerment, and technical guidance. You will also perform advanced planning duties by reviewing complex land development applications, redevelopment, and comprehensive urban planning functions within the Planning Department.

Responsibilities
  • Manage one of the planning teams and the team members by assigning and tracking
    workloads, provide guidance, feedback, and recognition to the team, training, mentoring, as well as oversight of performance evaluation, and creation and monitoring of customer service goals 
  • Develop and implement performance metrics for the Land Use Review division Zoning Administration team including measures for customer satisfaction, staff workload, on-time reviews, etc
  • Review land use applications for compliance with city code and other applicable
    regulations; verify all components of applications are provided and are in
    compliance; process submittals for distribution; manage public notification
    requirements; present project proposals at public hearings of the City Planning Commission and City Council
  • Review applications of appeals of prior decisions; testify in legal proceedings regarding land use review process and legal compliance of City actions
  • Assist the Reviewers in answering questions relating to the city zoning and subdivision codes/plans review and customer inquiries
  • May be assigned as a liaison to various groups or projects, representing the department on various issues
Qualifications

Knowledge of:

  • Principles and practices of effective project management
  • Modern office technology
  • Pertinent federal, state, and local policies, procedures, and regulations
  • Geographic Information System (GIS) and project management systems

Ability to:

  • Make decisions and/or recommendations regarding policy development and implementation
  • Prioritize, organize, and manage multiple projects
  • Manage and supervise staff in a respectful, humanistic manner
  • Lead, organize, and review the work of staff
  • Balance serving the administration and the community simultaneously
  • Communicate clearly and concisely, verbally and in writing; prepare clear and concise reports

Required:

  • Bachelor’s degree from an accredited college or university with major coursework in planning, geography, architecture, public administration, or a related field
  • Five years of full-time professional planning experience and two years of supervisory experience
    • One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.

Preferred:

  • Experience working in a municipal government setting
  • AICP (American Institute of Certified Planners) certification
