Planning Specialist I - Office of Transportation - Transportation Planning

POSITION SUMMARY/CLASS DESCRIPTION
***THIS IS A GRANT FUNDED POSITION***
Responsible for compiling and analyzing data of social, physical and economic factors utilized for County and regional transportation planning. Work includes; the collection and analysis of transportation related data and GIS products for the Office of Transportation, using the ArcMap Pro and ArcMap online platforms, supporting transportation grant management; supporting transportation grant development; performing subdivision and plan review for transportation issues; and supporting public outreach and planning projects. 

CLASS DESCRIPTION:
Performs professional level planning and zoning work under general supervision from an administrative or technical superior. Work includes compiling data of factors affecting land use, transportation, water and sewer, or environmental planning for the County; analyzing data collected; and projecting future conditions and needs.

Responsibilities

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Works and cooperates with co-workers and supervisors at all levels. 
  • Learns and performs all essential job functions accurately.
  • Develops and maintains transportation data and GIS data for ArcMap Pro and ArcMap online related maps and projects for internal and/or public use. 
  • Conducts studies and field surveys to collect specific land use and transportation data.
  • Assembles and/or reviews socioeconomic and transportation data, compiling that data into usable form and developing assigned parts of planning projects; presents technical and professional recommendations to superiors on assigned projects and programs.
  • Reviews and analyzes data collected; selects methodology for implementing that data; devises plan for assigned projects.
  • Develops charts and graphs in Excel and other software packages that display and explain transportation related issues.

  • Supports the development of communications materials, such as fliers, pamphlets, and posters, for public outreach about planning projects.
  • Performs subdivision and plan reviews for transportation issues. Supports the development of transportation grant proposals.
  • Supports management and execution of transportation planning grants and assists in their administration including invoicing.
  • Conducts on-site visits and participates in interagency programs; attends staff, public, state and regional meetings as necessary.
  • Drives County or personal vehicles to collect field data and participate in meetings outside the office.
  • Assists technical supervisors in the preparation of transportation plans, maps, grants, grant invoices, subdivision and plan reviews and capital budget submissions.
  • Reviews State and County transportation projects for compliance with County plans and transportation standards.
Qualifications

MINIMUM REQUIRED EDUCATION/EXPERIENCE
Bachelor's Degree or equivalent combination of education and experience.

PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES:

  • Master's Degree in Urban Planning, Transportation Planning, Geographic Information Systems or two years equivalent experience.
  • Knowledge of open source GIS software, traffic simulation software, analytics and statistics,
  • Knowledge of the technical principles, practices and objectives of urban and regional or transportation planning work with experience in bicycle, pedestrian, transit access and highway planning.
  • Knowledge of graphic design and layout software, such as Adobe Photoshop, Adobe Illustrator, and Adobe InDesign.
  • Knowledge of subdivision land development review with emphasis on transportation issues related to bicycle, pedestrian, transit access and highway planning.
  • Ability to work independently and develop needed skill sets to accomplish assignments.
  • Ability to compile, collect and analyze complex social and economic statistical data.
  • Ability to establish and maintain effective working relationships with associates, governmental officials, community representatives and the general public.

LANGUAGE SKILLS, MATHEMATICAL SKILLS AND REASONING ABILITY:

  • Ability to express ideas effectively orally and in writing.
  • Ability to read, analyze, and interpret periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and subdivision and land development reviews in Word. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public in Excel, Power Point and other graphic packages.
  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
