Planning and School Boundaries Specialist

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

  • Serves on the Facility Advisory committee;

  • Presents to the Board and the public on School Boundaries matters including public hearings as required by Board policies and State regulations;

  • Prepares written, graphic and numeric summaries and presentations of data in response to standard reporting requirements as well as ad-hoc requests;

  • Prepares presentation materials for public hearings or forums on boundary changes or other planning and school boundaries matters;

  • Assists in the development and recommendations to the CEO adjustments in school boundaries;

  • Assists in the recommendations and maintains school boundary changes for new and existing schools;

  • Assists in responding to the general public, parents, schools, offices, board members, and other agencies? inquiries on procedures and Board policy regarding School Boundaries functions;

  • Recommends and assists in the information provided to the CEO on school consolidations;

  • Develops short and long term pupil projections;

  • Works with The Maryland Capital Park and Planning Commission evaluating the effects of new developments on school populations;

  • Contributes to the preparation of the annual Educational Facilities Master Plan (EFMP) for submission to the State's Office of Planning;

  • Collaborates on long-range facility planning and information support for the Capital Improvement Program (CIP);

  • Handles sensitive and confidential information with appropriate discretion;

  • Provides guidance and direction to other professional staff on specific assignments as necessary; and

  • Performs other duties as assigned.

Qualifications

  • Considerable knowledge of public school administration policies and procedures;
  • Knowledge of methods and techniques to collect, process and analyze demographic, statistical and spatial data;
  • Demonstrated leadership in guiding diverse groups of people to an agreed plan or solution to a problem;
  • Demonstrated ability to analyze data and provide alternative solutions to problems;
  • Ability to organize and analyze data;
  • Ability to perform computational tasks with speed and accuracy;
  • Ability to prepare clear, concise, written and oral reports and recommendations;
  • Ability to plan and organize work routines, set priorities, work independently and meet deadlines;
  • Ability to operate standard office equipment including microcomputers and related software applications;
  • Ability to establish and maintain effective working relationships with others;
  • Ability to deal with the public and public officials tactfully and courteously;
  • Ability to read, interpret, apply, and explain state and federal regulations and district policies and procedures related to pupil registration and attendance accounting functions;
  • Excellent written and oral communication skills; and
  • Effective human relations skills.

EDUCATION AND/OR EXPERIENCE REQUIREMENTS:

Bachelor's degree from an accredited institution with Geospatial Information Sciences and/or Planning studies preferred; or at least 5 years? experience and training which provides the required knowledge, skills and abilities necessary to perform effectively in this position.
