Responsibilities

Under general supervision, supervises and performs professional planning work, serves as senior community planner for one of the seven councilmanic districts.
 
Essential Job Duties

  • Supervises, coordinates, and reviews the work of an assigned unit of professional and support personnel engaged in planning and related activities.
  • Coordinates the unit's activities with the work of other units and agencies within the County.
  • Prepares and presents reports of unit activities.
  • Supervises the development, review, and analysis of concept, development, PUD, landscape, community, and other plans.
  • Reviews planner comments to assure consistency with appropriate zoning regulations, planning policies, and guidelines.
  • Resolves conflicts with developers, community groups, and other units or agencies.
  • Directs and coordinates all planning and related activities for a geographic area of Baltimore County.
  • Directs the preparation of community plans.
  • Reviews and comments on development proposals.
  • Reviews petitions to change zoning designations.
  • Makes recommendations to the Planning Board and County Council.
  • Directs, coordinates, and participates in various projects and studies pertaining to planning such as development, land use, growth management, and zoning.
  • Coordinates and participates in the implementation of community plans and projects.
  • Coordinates the comprehensive and cycle zoning processes and the review and analysis of requests for development variances, special exemptions, and other actions involving the Planning Board, Administrative Law Judge, and/or the Board of Appeals.
  • Prepares detailed analysis and proposes capital development and acquisition projects based on needs assessments.
  • Prepares and requests all supporting documentation for State funding.
  • Assists in the development, modification, and administration of the master plan, zoning regulations, community plans, and other planning policies, legislation, and guidelines affecting zoning and land use.
  • Conducts and participates in meetings with community groups, advisory groups, representatives of other County and governmental agencies, developers, and others regarding planning, zoning, and development issues.
Qualifications

Graduation from an accredited college or university with a master's degree;
Plus
Four years' professional planning, zoning, development, or land use experience.

OR

Graduation from an accredited college or university with a bachelor's degree;
Plus
Five years' professional planning, zoning, development, or land use experience.

Proof of Licenses, Certifications and Education
