Responsibilities
  • Works under the direction of the Office of Comprehensive Planning (OCP) Administrator.
  • Organizes and manages a cross-agency team of transportation stakeholders across city and county governments and external transportation agencies.
  • Serves as senior planner for the development of transportation system assessments to facilitate cooperation, coordination, process improvement, and organizational restructuring among transportation stakeholder agencies. Serves as liaison for department and coordinates activities and exchanges information.
  • Identifies strategic opportunities for projects and coordinates with other City departments and external stakeholders to implement transportation and mobility projects.
  • Coordinates and attends meetings with City division leadership and staff, community organizations, representatives, and third-party vendors to establish and maintain internal and external relationships as necessary.
  • Develops and implements projects and programs to support transportation and mobility planning, implementation, and maintenance efforts. Reviews planning and land use proposals and provides input on local and regional transportation impact.
  • Manages the planning and administration of programs and projects to ensure timely implementation, compliance, budgeting/accounting and reporting to align with organizational and comprehensive plan goals.
  • Manages project activities including scope of project, work plan, scheduling, deadlines, consultants, grants, and budgets, which requires some occasional travel.
  • Arranges projects that require several funding sources, that may include federal, state, local, and private funds.  
  • Monitors the development of program plans to ensure the funds are used in pursuant to funding agency requirements.
  • Conducts project analysis to identify both successful and unsuccessful portions of the project and proposes recommendations for modification and improvement.
  • Establishes project work plans, calendars, and schedules and monitors, evaluates, and documents progress.
  • Assists in the development of contracts and projects in accordance with applicable standards, regulations, and reporting requirements.
  • Makes presentations, conducts public meetings, and builds community consensus. Prepares and submits reporting documents.
Qualifications
  • Bachelor's degree in Transportation, Urban Planning, Engineering, Landscape architecture, architecture, environmental science, geography, or related field and seven (7) years of experience in transportation, planning, or urban planning.
  • Master's degree may substitute for two (2) years of experience.
  • Must possess and maintain a valid driver's license as a condition of continued employment.
  • At least two (2) years of experience managing projects or programs related to planning, transportation, or infrastructure is highly preferred.
  • Must establish residence within Shelby County withing six (6) months from the date of employment
