Planner III

Performs complex and specialized planning and zoning administration work as an independent contributor/expert and/or in a consultation and advisory capacity with other County planners on major projects. Work involves field inspections and investigations to establish facts and to prepare recommendations regarding compliance with land use laws, rules and regulations. Work at this level requires advanced professional training and specialized experience in land use planning. Workers report to administrative and technical supervisors.

Essential Job Functions

Serves as an expert on complex plans/ordinances governing land use in Calvert County, including rural land preservation, land preservation zoning determinations and federal requirements for interagency collaborations.

Researches full scope of advanced planning data on projects. Prepares scope of work, selection procedures, and drafts contracts for consultants, and coordinates consultants' work if applicable. Writes position papers/background summaries on potential or proposed regulations for public review.

Drafts goals and objectives and develops innovative solutions to help resolve planning and zoning problems.

Applies planning theory/practice/law/expertise to address community issues and interests.

Reviews site plan, subdivision, permit applications for specialized field of planning expertise.

Serves as professional support for the Agricultural Preservation Advisory Board and manages the County's Agricultural Preservation District program.

Interacts with other local, state and federal agencies; writes and submits reports to the state on compliance with state laws and programs.

Prepares zoning text amendments and RFP development and review.

Conducts and/or attends meetings with various committees, commissions, and the public to discuss proposed plans/policies/regulations, answers sensitive questions and deals with upset people.

Speaks to civic groups, school classes and government agencies about plans. Meets with property owners, representatives of business associations, citizens groups, surveyors and engineers to discuss the impact of proposed plans; meets with various officials to discuss proposed plans and regulations and/or makes formal presentations.

Advises and answers questions from planning staff concerning interpretation of plans and ordinances on proposed sites plans, subdivisions and interpretation of regulations.

Performs regulatory planning through the review of submitted development proposals. Meets with applicants about their projects, advises committees on regulations and applies for and administers grants to support activities, projects, and equipment.

Qualifications

Training and/or Education:

Master's degree in planning, urban studies, landscape architecture, project management, or related field such as environmental science or archaeology.

Experience: Two years of professional planning or related experience which must include considerable experience managing daily operations, projects, customer service and policy development and implementation. Licenses or Certificates: Valid driver's license.

Communicate effectively orally and in writing. Manage daily operations, policy development and implementation. Provide specialized technical guidance and leadership to planning and support staff. Deal effectively with the public.
