Planner II – Rural/Historic, Planning and Zoning

Performs planning and zoning administration work in conducting plan/permit review, inspections, investigations and studies to prepare reports and recommendations regarding zoning and land use matters.  Work usually involves serving as technical resource in specialized areas and providing functional oversight of matters falling within assigned technical area.  Prepares and presents complex matters to various County Boards and commissions or higher officials in the department. Work at this level requires professional training and experience in land use planning and zoning.  Work involves knowledge of historical archaeological documentation, mitigation plan approval, reforestation calculations FEMA, and critical area legislation to ensure proper evaluation and monitoring.  Workers report to technical supervisors and may direct the work of others who assist in gathering and compiling reports for presentation or analysis.

Responsibilities

Performs environmental review of grading permits, site and subdivision plans, and other projects for compliance with County plans, ordinances, and environmental regulations.
 
Interacts with other local, state and federal agencies; writes and submits reports to the state on compliance with state laws and programs. 
 
Conducts and/or attends meetings with various committees to discuss proposed plans/policies/regulations.

 
Makes calculations for such tasks as reforestation and fines for various non-compliance issues. Receives complaints of possible violations. Conducts site inspections. Documents and maintains files on cases. Communicates with property owners to explain violations, means of compliance and deadlines. Performs follow up to determine compliance. Testifies in District Court as needed. Maintains case file system, index and statistical records.
 
Reviews and makes recommendations for improvements for road and grading plans and subdivisions in accordance with conditions of preliminary approval, County's Zoning Ordinance/Town Center Master Plans and Ordinances, the Rural Design Manual, and Public Works agreements for the bonding of road and other improvements and inspects the improvements and amenities with developers for compliance. 
 
Writes, edits and updates planning documents and implements such plans. Tracks and reports progress on implementation.

Meets with property owners, representatives of business associations, citizens groups, surveyors and engineers to discuss the impact of proposed plans.
 
Serves as support staff on complex plans/ordinances governing land use, critical area regulations and/or historic preservation and/or agricultural preservation in Calvert County.
 
Collects/analyzes background information/data on projects, which may entail historical architectural matters.
 
Applies for and administers grants to support planning activities, preservation and research projects and equipment and materials.
 
Prepares scope of work, selection procedures, and drafts contracts for consultants and coordinates consultant's work if applicable.
 
Drafts position papers/background summaries on potential or proposed regulations for public review.
 
Performs review of site and subdivision plans, and other projects for compliance with County plans and ordinances, and relative to agricultural preservation, historic preservation, and/or environmental regulatory compliance.
 
Answers questions from planning staff concerning interpretation of plans and ordinances on proposed site plans and subdivisions and interpretation of regulations. 

Directs the work of subordinate personnel in preparation of reports or studies used for a variety of planning activities or presentations.
 
Converses with applicants about projects, advises committees on regulations and legal limitations, prepares staff and commission reports.
 
Performs zoning review of building, grading, home occupation, sign and commercial use permits for compliance with County plans, ordinances & regulations.
 
Reviews and approval of business licenses for compliance with zoning regulations.
 
Reviews land Use to ensure full compliance with all zoning regulations.
 
Processes Administrative Variance applications and prepares referrals to the Board of Appeals.
 
Uses software products to review various plans and development proposals for compliance with County plans, ordinances and regulations.

Qualifications

Knowledge of –

  • Principles and practices of land use and planning and zoning administration.
  • Effective techniques of supervision.

 Ability to –

  • Perform field investigations to establish facts pertaining to site development, construction, and land use and prepare reports of findings and recommendations.
  • Interpret and apply land use laws, rules and regulations.
  • Write technical reports, summaries and memoranda.
  • Establish and maintain effective working relationships with others encountered in the work.
  • Manage staff, daily operations, and policy development and implementation.
  • Communicate effectively orally and in writing.
  • Provide technical guidance and leadership to planning and support staff.
  • Makes calculations for fine assessment and defends in court.
  • Deal effectively with the public and various commissions.
  • Training and/or Education:
    Bachelor's degree in planning or related field.
     
    Experience:
    Two years of planning experience.
     
    Licenses or Certificates:
    Valid driver's license.
