Planner II - Demographer

Seeking an enthusiastic, creative, and innovative community planner who is experienced in providing public sector services to residents, business owners, community groups, property owners, developers and all other constituencies in Baltimore County. Planner should have a working knowledge of long-range urban design and planning concepts and processes, and the ability to connect design and public outreach processes between long-range and interim-design projects.

Under general supervision, performs professional planning work, demographic and geographic analysis work within the Research, Analysis and Design Division of the Department of Planning.

  • Develop countywide forecast of population and households in cooperation with the Baltimore Metropolitan Commission (BMC) and regional jurisdictions. 
  • Collaborate with department staff to provide data to support master plans, other policy initiatives, and research publications 
  • Collaborate with other agencies to provide demographic data and analysis for countywide initiatives.
  • Contribute to Planning Department’s publications on key data trends. 
  • Provide guidance to division staff on demographic data analysis and research methods. Provide support for quality control and ensure data accuracy.
  • Identify opportunities to develop new tools and ways to communicate data to the general public in coordination with other department staff.
  • Develop and lead presentations to the Planning Board and other key regional stakeholders
  • Oversee management of key databases, software, and other technical resources that support the research function
  • Gather and analyze data from market research, census, and economic and environmental studies
  • Review site plans submitted by developers 
  • Stay current on zoning codes and other legal issues
  • Work with Baltimore County Public Schools to perform analysis and reports related to School Adequate Public Facilities.

Qualifications

Graduation from an accredited college or university with a master's degree in planning or a related field*, plus one year professional planning, zoning, development or land use experience.
 
*Related Fields such as: architecture, business administration, civil engineering, landscape architecture, law, public administration, and social sciences (e.g. economics, geography, political science, sociology, urban and/or regional affairs or studies, etc.)  
 
 OR
 
 Graduation from an accredited college or university with a bachelor's degree, plus three years' professional planning, zoning, development or land use experience.
 
(Additional planning education beyond a bachelor's degree may be substituted on a year-for-year basis for the required experience. Additional professional and/or paraprofessional planning, zoning, development or land use experience may be substituted on a year-for-year basis up to a maximum of four years for the required education.)
