Planner II - Commercial Revitalization District

Pay Schedule  I, Grade 28, Regular Schedule:  35 hours per week

A vacancy exists within the Community Planning Division of the Department of Planning.

Job Purpose
The Planning Department’s Commercial Revitalization District Planner will help develop, design and deliver commercial revitalization initiatives, services and projects in the commercial revitalization districts. The Planner will support businesses and business organizations and physical improvements in order to strengthen and improve the local economies and foster vibrancy in County’s commercial revitalization districts.

Responsibilities

Essential Job Duties

  • Establish a regular presence in the Commercial Revitalization Districts (CRDs) with the business organizations, promote the County’s commercial revitalization programs and identify opportunities for improvements. 
  • Manage departmental programs for the CRDs:
    1. Oversee and lead the Commercial Revitalization Action Grant (CRAG) program. 
    2. Serve as contact person for applicants and relevant contractors and agencies for Building Improvement Loan Program (BILP), Architect on Call (AoC) and Commercial Revitalization Tax Credit.
    3. Track and monitor grants and expenditures.
    4. Work with all the community planners to ensure they are engaged in the CRDs. 
    5. Work with other county agencies to develop communication materials and promote the CRD programs.
  • Support and help expand the capacity of local business organizations and chambers.
  • Assist with plan development and implementation.
  • Engage merchants and business owners, community stakeholders and partner organizations in the various CRDs
  • Work with the communities, businesses and County agencies to implement streetscape improvements and complete streets as appropriate.
  • Work closely with planners during the County rezoning process and in the development of community plans and design guidelines.
  • Identify and seek other state, federal and private funding to support commercial revitalization
  • Conduct, research and advance best practices and future looking concepts and strategies in commercial revitalization. 

Examples of Other Duties 
May perform the duties of a Project Manager. Performs other related duties as required.

Qualifications
Qualifications

Graduation from an accredited college or university with a master's degree in planning or a related field*, plus one year professional planning, business development, land use or community development and/or economic development experience.
 
 *Related Fields such as: architecture, business administration, civil engineering, landscape architecture, public administration, and social sciences (e.g. economics, geography, political science, sociology, urban and/or regional affairs or studies, etc.)  
 Or
Graduation from an accredited college or university with a bachelor's degree, plus three years' professional planning, business development, land use or community development and/or economic development experience.
 
(Additional planning education beyond a bachelor's degree may be substituted on a year-for-year basis for the required experience. Additional professional and/or paraprofessional planning, development or land use experience may be substituted on a year-for-year basis up to a maximum of four years for the required education.)
  

Preferred Qualifications:

  • Experience in commercial revitalization, Main Street America, real estate development, landscape architecture, urban design, community development and/or economic development. 
  • Commitment to engaging diverse communities and working with racial and ethnic minority population, business owners and organizations.
  • Able to coordinate and manage multiple tasks and projects.
  • Preferred to have conversational and written knowledge of Spanish.
  • Ability to work independently. 
  • Ability to conceptualize and put ideas into action.
  • ArcGIS
  • Ability to interpreting data and data trends, including CoStar or other tools.
  • Ability to develop and maintain strong relationships with local stakeholders, including business owners, non-profit organizations and other community groups.
