Planner I - Residential 

Position Description
This posting will be used to fill one full time, permanent, Planner I position in the Development Division of the Anne Arundel County Office of Planning and Zoning.

The Planner I vacancy is on the Residential Team, which is responsible for the project management and review of all site development plans and subdivisions; planned unit developments; grading and building permits and variance/special exception reviews primarily for proposed Residential development.

The Planner I is an entry level professional position with responsibilities that include performing or assisting in the review, evaluation, and processing of subdivision, development, building permit, and grading permit applications for compliance with Zoning, Site Development and Subdivision regulations; Federal, State and local environmental regulations, which include but are not limited to, Critical Area, Forest Conservation, Non-tidal Wetland, Stream, Floodplain, and Steep Slopes; and FEMA requirements. A Planner I will be expected to independently complete routine planning assignments, including written memos and letters, which are reviewed by the Planning Administrator for technical soundness and conformity to current regulations.

The work involves frequent contact with the general public, property owners, contractors, engineers, attorneys, environmental consultants and other State and County agencies. These duties require strong written and oral communication skills, and as necessary, the ability to present before boards, community groups and elected officials.

A Planner I on the Residential team has the proficiency to assist with the application and interpretation of complex development and zoning codes for residential and commercial properties.

Employees must have capacity and analytical skills to support and complete deliverables which are broad - many projects are three to five years from concept to implementation. These planning activities may include new subdivisions, commercial sites, and other types of land use pertinent to the Residential Team portfolio.

The Planner I is expected to perform projects with minimal supervision from Senior Planners and Team leadership. This is a journey level position, with project responsibilities progressing in complexity and expectations for independent problem-solving.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge in plan review related to land use and development.

Knowledge of the principles and practices of planning, zoning, subdivision, and land use.

Knowledge of research methods employed in the collection, evaluation, and presentation of planning data.

Knowledge of the literature of the field and of technical resources relevant to planning and related fields.

Ability to establish and maintain effective working relationships with coworkers, representatives of other planning agencies, and the public.

Qualifications

Minimum Qualifications
A bachelor's degree from an accredited four-year college or university with course work in Planning, Civil Engineering, Environmental Science, Land Use Planning, or a closely related field; one (1) or more years of experience in professional planning and zoning work or a related field; and a valid non-commercial Class C motor vehicle operator's license.
