Regular Schedule: 34 hours per week plus excellent County benefits. 

A Non-Merit vacancy exists in the Department of Planning.

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Examples of Duties

This is an entry-level position responsible for completing planning processes and projects that rely heavily on using GIS and other spatial analytics tools. In particular, this position provides support in applying information and technology to better understand and address complex planning issues and to effectively provide planning services.
 
 Major Duties and Responsibilities

  • Produce maps and update GIS datasets 
  • Maintain and update the official zoning layer
  • Provide GIS support to Planning Department and other agency staff
  • Create maps and data reports for use in Community Plans, Master Plan, and other Planning documents.
  • Create high quality information products and dashboards for Planning related projects as needed.
  • Complete technical research utilizing GIS and other analytical and visualization tools for a variety of Planning initiatives.
  • Embrace continuous learning, training and self-improvement.
Examples of Other Duties 
May provide technical assistance with various planning studies. May perform other related duties as required.

Qualifications
Qualifications

 

Graduation from an accredited college or university with a masters' degree in planning or a related field*, plus one year professional planning experience.
OR
Bachelor's degree in Planning, Architecture, Geography, Landscape Architecture, Engineering, Political Science, Public Administration, Social Science or related degree.

(Additional experience may be substituted on a year-for-year basis up to a maximum of seven (7) years for the required education.)

*Some Related Fields: architecture, business administration, civil engineering, landscape architecture, law, public administration, and social sciences (e.g. economics, geography, political science, sociology, urban and/or regional affairs or studies, etc.). 

Knowledge, Skills, and Abilities
  • Proficiency with ArcGIS suite of products, including ArcGIS Pro, ArcGIS 10.7 and ArcGIS Online and familiarity with the geodatabase data model.
  • Proficiency with Microsoft Office suite of products, including Excel, Word and Outlook.
  • Knowledge of GIS concepts and ability to create and maintain maps, spatial datasets, tables and other geospatial data.
  • Ability to create visually pleasing maps using sound cartographic principals.
  • Ability to complete highly technical tasks efficiently and accurately, often under tight deadlines.
  • Ability to use problem solving and spatial analyses to answer Planning related questions.
  • Ability to provide excellent customer service and be able to work independently and in a team environment.
Preferred Qualifications
  • Familiarity with 3D spatial data, ArcUrban and Tableau Desktop is preferred.
  • Some community engagement experience and public presentation skills are ideal.
  • One (1) year professional experience.
