Planner I - Historic Preservation

Planner I – Historic Preservation is an entry-level position, ideal for recent graduates.

Under close supervision, performs professional Historic Preservation planning work for the Department of Planning. Serves as Staff to the Landmarks Preservation Commission (LPC).

 Examples of Essential Duties
 

  • Duties include processing historic review applications, writing monthly staff reports, working with applicants to obtain additional information to complete applications as needed, corresponding with Commission members, preforming various administrative duties related to the LPC, such as taking meeting notes and publishing notices.
  • Develops and maintains the current LPC roster in writing and online with information acquired from the County Executive's office and County Council; provides assistance to fill empty positions.
  • Coordinates the yearly LPC meeting schedule.  Maintains meeting schedule in writing and online; schedules hearing rooms; coordinates the re-scheduling of any schedule changes; responds to inquiries about LPC meeting activities by phone, e-mail and in person.
  • Facilitates, coordinates and guides historic preservation tax credit projects through the applicable review and approval processes to ensure that the proposed rehabilitation work is in compliance with approvals by the LPC, Baltimore County Historic Design Guidelines and the Secretary of the Interior's Standards for Rehabilitation.
  • Serves as liaison between project representatives and the County to address issues and coordinate the submittal and review of Historic Review and Tax Credit applications. Coordinates tax credit review with state agencies, in needed.  Informs property owners and project representatives of historic review and tax credit requirements.  Resolves problems relating to the review process.
  • Coordinates the resolution of Code Enforcement complaints related to historic properties.  Serves as liaison between County Code Enforcement officials, property owners and Office of Administrative Hearings.
  • Serves as the main point of contact for the public, answering phone calls or responding to walk-in visits to the Planning Department to assist in questions regarding historic resource programs, guidelines and regulations.  Reviews and signs County Demolition permits.
  • Manages files related to the LPC, historic tax credits and historic properties.  Tracks related paperwork and updates as needed
  • Examples of Other Duties
    Assists in the development and review of concept, site, landscape, and community plans. Interprets and applies appropriate zoning regulations, planning policies, and guidelines.
     
    Assists in the development and modification of the masterplan, zoning regulations, and other policies, plans, and guidelines affecting development and zoning. Researches and prepares studies of planning issues, such as land use, growth management, and zoning.
     
    Researches petitions and issues related to the comprehensive and cyclical zoning processes. Develops recommendations in accordance with applicable zoning regulations and community and master plans.
     
    Participates in meetings with community groups, advisory groups, representatives of other County and governmental agencies, developers, and others regarding planning, zoning, and development issues. Assists and provides information to the public.

Qualifications
Qualifications

Graduation from an accredited college or university with a master's degree in planning or a related field*, plus one year professional planning, zoning, development or land use experience.
 
 *Related Fields such as: architecture, business administration, civil engineering, landscape architecture, law, public administration, and social sciences (e.g. economics, geography, political science, sociology, urban and/or regional affairs or studies, etc.)  
 
 OR
 

 Graduation from an accredited college or university with a bachelor's degree, plus three years' professional planning, zoning, development or land use experience.
 
 (Additional planning education beyond a bachelor's degree may be substituted on a year-for-year basis for the required experience. Additional professional and/or paraprofessional planning, zoning, development or land use experience may be substituted on a year-for-year basis up to a maximum of four years for the required education.)
