Management and Program Analyst (Conservator)

  • The incumbent provides conservation and restoration services in the preservation, stabilization, renovation, and restoration of 19th - 20th-century historic structures, and commemorative works and artifacts of a historical and cultural nature.
  • Serves as the sole Conservator of the monuments, memorials, sculptures, statuary, headstones, fountains, commemorative works and historic structures at Arlington National Cemetery.
  • Conducts analysis of architectural fabric (e.g., finishes, mortar) and deterioration agents (e.g., salts, biological organisms) including sample extraction, laboratory tests and examination, and interpretation of data.
  • Prepares plans, specifications, and details necessary to execute the stabilization, repair, conservation, or restoration of a structure or monument based on documentation and fabric analysis.
  • Conduct non-destructive and destructive investigations of historic structures and commemorative works when necessary and appropriate.
  • Serve as the expert in matters pertaining to historic legacy and philosophy for preservation of historic and cultural resources.
  • Develops requirements for outside consultants and laboratories to execute analyses and investigations.
  • Performs preservation treatments on historic structures, including treatments to masonry, wood, metals, or other materials.
  • Compiles and evaluates archival and documentary information, existing conditions, and historic fabric and materials information to develop assessments of significance and recommendations for treatment.
  • Documents treatment tests and treatments in written report format to include photographs, measured drawings, and other graphic illustrations.
  • Prepares plans, specifications, and details necessary to execute the stabilization, repair, conservation, or restoration of a structure or monument. Develops cost estimates for contracted work.
  • Reviews policies, guidelines, processes and procedure for implementing the conservation program.
  • Conducts technical reviews of reports, architectural/engineer designs and specifications, identifies deficiencies and solutions.
  • Assists the Cultural Resources Manager (CRM) in making regular condition inspections.
  • Participate in training activities, including the development of curricula and teaching.? Assists in the on-the-job training of staff elements with regards to maintenance tasks that could impact or involve objects or buildings at ANC.

Specialized Experience (GS-9)One year of specialized experience which includes participating in the evaluation and treatment of historic and architectural fabrics of structures or objects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Art history, Natural or Physical Science, Architectural Preservation, Architectural History, Historic Preservation, Conservation, or a closely related field.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Specialized Experience (GS-11): One year of specialized experience which includes analyzing architectural fabric including deterioration agents; projecting monument maintenance needs for small to major restoration projects; and training of in-house staff regarding policies and regulations governing Agency employees.. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Art history, Natural or Physical Science, Architectural Preservation, Architectural History, Historic Preservation, Conservation, or a closely related field.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Specialized Experience (GS-12): One year of specialized experience which includes conducting the evaluation and treatment of historic and architectural fabrics of structures and objects, analyzing architectural fabric including deterioration agents; projecting monument maintenance needs for small to major preservation/conservation projects; and training of in-house staff regarding policies and regulations governing Agency employees. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
