EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Responsibilities

In this position, you will be providing timely recommendations on program analysis initiatives and attending program reviews in order to support the organization's position and supporting the organizations' viewpoint in presenting and defending plans.

  • Preparing and securing program review authorities' approval for program plans, schedules, and resource requirements to adequately support the desired level of operations for assigned programs to meet objectives.
  • Translating programmatic requirements into specific project plans and providing advice regarding planning and funding management issues; interpreting policy and program directives.
  • Planning and carrying out annual and long-range budgeting oversight of assigned programs and coordinating presentation, execution and review of the total budget for assigned programs.

Promotion Potential: Positions filled under Stafford Act regulations generally do not have documented promotion potential; however, dependent on an employee’s ability to perform higher level duties, the continuing need for an employee to perform work associated with a higher level position, and administrative recommendation and approval, promotions may be earned by CORE employees.

Qualifications

The qualification requirements listed below must be met within 30 days of the closing date of the announcement.

You qualify for this position at the IC-14 level (starting salary $123,233) if you possess the following: One full year of specialized experience equivalent to the next lower grade (IC-13) in the Federal Service.  This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience.  Specialized experience for this position includes:

  • Working with databases to analyze and produce original reports utilizing advanced office automation functions such as, but not limited to, pivot tables and providing technical assistance to program or project stakeholders.
  • Providing recommendations to senior leadership on budgetary and/or program analysis initiatives and interpreting and/or applying policies or regulations to ensure a project is compliant.
  • Planning and implementing strategies to improve program efficiency and/or effectiveness.
  • Utilizing Microsoft Software tools, or similar software programs, (e.g., word, Excel, and SharePoint) to coordinate program data.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
