This position supports the USACE, Baltimore District's Planning Division, Installation Support Branch. The mission of Planning Division is to provide comprehensive water resources planning and technical support services to our Civil Works, Department of Defense, and our International and Interagency Service project partners. The Installation Support Branch provides services that include environmental, water, and cultural resource compliance to our local military installation.

Responsibilities
  • Ensure National Environmental Policy Act documents conform to applicable law, regulation, and policy. This includes the preparation of Record of Environmental Considerations, Environmental Assessments, and Environmental Impact Statements.
  • Write environmental analyses, assessments, and environmental impact statements.
  • Write and/or review reports of scientific or technical data to support natural resource planning and/or project management.
  • Analyze environmental data to measure and evaluate the effects of water resources and military projects on natural, social, or economic resources.
  • Lead interdisciplinary teams carrying out routine environmental studies and evaluations to determine the consequences of various actions or events, i.e., forest planning project, on the environment.
  • Serve as the point of contact for National Environmental Policy Act (NEPA) activities with project partners and when conducting public involvement efforts.
  • Assist others in the development and processing of National Environmental Policy Act (NEPA) documents.
  • Develop plans of study pertinent to the evaluation of proposed water resources development and military environmental compliance projects. (i.e., NEPA, Clean Water Act, Clean Air Act, Endangered Species Act, etc.)
Qualifications

 Basic Requirement for Community Planner (0020):
A. Degree: Bachelor's degree (or higher degree) in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. (You must attach a copy of your transcripts.)

OR

B. Degree and Work Experience: Bachelor's degree (or higher degree) in a field related to community planning such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration and possess at least one-year of work experience in community planning acquired under the supervision and guidance of a community planner.

OR

C. Combination of Education and Experience: Courses equivalent to a major in one of the disciplines, as shown in A above, or a combination of related courses totaling at least 24 semester hours in any combination of the disciplines, as shown in A above, of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
