IIJA PFT Emergency Management Specialist

GS-11

In this position, you will perform a wide range of hazard mitigation analytical studies and difficult or complex projects, to include needs assessments, corrective actions, performance improvement planning, and community outreach. Typical assignments include: 

  • Supporting program management by assessing, inspecting, and evaluating regional processes, plans, standard operating procedures, and guidance for compliance; documents recommended changes;
  • Conducting damage assessments and loss estimation analysis to identify hazard mitigation opportunities and benefit-cost data;
  • Providing technical assistance and planning support to aid all levels of government to integrate sustainability principles, such as adaptive reuse of historic properties, mitigation consideration, smart growth principles and sound land use into hazard mitigation decision making and planning during the post-disaster period;
  • Providing advice to the public on hazard mitigation techniques and measures through Disaster Recovery Centers (DRCs), other disaster assistance facilities, community meetings, and special events

In this position, you will coordinate and support the delivery of regional mitigation programs and community planning resources of Federal, State, local, tribal, territorial, nongovernmental organizations, and private sector governments needed to effectively plan for, manage, and implement hazard mitigation (HM) activities in large, unique, or catastrophic incidents. Typical assignments include:

  • Providing technical assistance and develops plans to aid all levels of government to integrate sustainability principles, such as adaptive re-use of historic properties, mitigation consideration, smart growth principles and sound land use into mitigation decision making and planning during the post-disaster period;
  • Developing emergency management standards, regulations, practices, training, and procedures to identify, minimize or eliminate hazards and threats; developing and preparing emergency management policies and plans, procedures, and risk assessment;
  • Implementing programs to engage all stakeholders in reducing the frequency, severity, and cost of disasters, injuries, fatalities, and impact on critical infrastructure and the environment;
  • Performing technical writing functions, requiring substantial knowledge of the various areas of emergency management and of the specialized terminology required

Qualifications

The qualification requirements listed below must be met by the closing date of this announcement.

You qualify for this position at the GS-11 level (starting salary $80,769) if you possess the following: One full year of specialized experience equivalent to the next lower grade (GS-09) in the Federal Service.  This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience.  Specialized experience for this position includes:

  1. Assisting in administering a hazard mitigation assistance program portfolio; AND
  2. Providing guidance on hazard mitigation assistance program processes.

OR

Ph.D. or equivalent doctoral degree -or- 3 full years of progressively higher level graduate education leading to such a degree -or- LL.M., if related

OR

Combination of education and experience.

You qualify for this position at the GS-12 level (starting salary $96,808) if you possess the following: One full year of specialized experience equivalent to the next lower grade (GS-11) in the Federal Service.  This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience.  Specialized experience for this position includes:

  1. Administering/implementing a hazard mitigation assistance program portfolio; AND
  2. Building partnerships with organizational leadership (State, Tribal, and Local governments) to provide guidance/instructions on a hazard mitigation assistance program; AND
  3. Providing guidance to external parties on hazard mitigation assistance determinations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
