POSITION OVERVIEW: Exempt; full-time; 40 hours per week (Monday - Friday; 8 a.m. - 4:30 p.m.); full benefits
This professional and technical position in the Department of Planning (Division of Planning and Permitting), is responsible for administering the County's Historic Preservation plans, ordinances and programs. Direction may be given to support staff; supervision is received from the Director of Planning and/or the Division Director.
Perform field inspections to gather data relevant to historic preservation applications.
• Staff liaison to the Historic Preservation Commission including administrative tasks for the meetings, preparing agendas, minutes, staff reports etc.
• Prepare staff reports and make presentations before elected officials, Historic Preservation Commission, and the general public.
• Manage Historic Preservation Commission administration, including maintaining CLG status.
• Conduct reviews of County Register nominations including eligibility determination and Certificates of Appropriateness
• Coordinate with preservation and heritage tourism advocacy groups such as the Heart of the Civil War Heritage Area, Preservation Maryland, Heritage Frederick, and scenic byway organizations
• Conduct Section 106/110/Appendix 2 reviews and compliance
• Conduct internal Historic Preservation reviews related to development plan applications, building permits, and demolition permits.
• Respond to citizen and elected official inquiries regarding historic preservation policies and issues
• Conduct outreach to individuals and organizations impacting historic preservation efforts in the County
• Maintain and update local Historic Sites Inventory (MIHP), historic preservation resources database, and other local records
• Work with planning staff to develop historic and cultural heritage components of countywide and small area planning documents (Comprehensive Plan, Community and Corridor Plans, topical plans)
• Manage update of County Historic Preservation Plan and ordinance as necessary
• Coordinate with County divisions regarding County-owned historic resources
• Conduct semi-annual inspections of County Register properties and maintain communication with property owners

- Master's degree in Planning, Historic Preservation, Architecture, or related field
- Minimum of 2 years work experience in historic preservation
- Possession of a valid automobile operator's license

- Bachelor's degree in Planning, Historic Preservation, Architecture, or related field
- Minimum 4 years of related planning, or historic preservation work experience
- Possession of a valid automobile operator's license
KNOWLEDGE, SKILLS ABILITIES:
- Ability to obtain and maintain a Frederick County Employee Driving Permit
- Knowledge of planning, zoning and subdivision principles
- Knowledge of the methods of conducting research and statistical analysis, with the ability to effectively compile and prepare comprehensive reports and analyses
- Ability to effectively read and interpret maps and plans
- Ability to effectively assign, direct and follow-up the work of other staff
- Ability to effectively access and utilize computerized systems and equipment
- Ability to develop and maintain effective working relationships with co-workers, elected officials, board members and the general public
- Strong and effective spoken and written (English) communication skills, including public speaking skills
- Demonstrate familiarity with Federal and State historic preservation policies, standards, and programs including the Secretary of the Interior's Standards for the Treatment of Historic Properties
