Responsibilities

Under the supervision of the Director, State Revitalization Programs, this Assistant Director position takes the lead with the administration of assigned programs for the geographic area including all of the state outside of the Baltimore region totaling 20 counties (the Statewide Region). The Assistant Director for the Statewide Region develops policies and manages community development programs utilized by local governments, community development organizations, nonprofit organizations and private businesses. The position ensures compliance with Departmental standards, as well as regulatory and statutory requirements. Specifically, this position helps direct the administration of approximately $50 million annually in state revitalization programs such as Community Legacy, National Capital Strategic Economic Development Fund, Seed Community Development Anchor Institution Fund and Strategic Demolition Fund.  These Programs serve as a catalyst for major community project development that will strengthen rural communities. In addition to the rural areas, these programs are also used in Prince Georges and Montgomery Counties. This position helps guide its team in providing technical assistance and training to applicants and awardees. Additionally, this position assists with the internal review process that includes staff from other State agencies for competitively funded programs as well as review teams for other state agencies.

Under this position, approximately 60 new community and economic development projects are awarded in the Statewide Region each year that will be implemented over an approximate two-year period. Under the leadership of the Director, State Revitalization Programs, this position also leads a team of professional and support staff members assigned to designated programs and the region. The position provides guidance and oversight to project managers and support staff in the administration of grants and loans to local jurisdictions, community development organizations, nonprofit organizations and private businesses implementing projects in the Statewide Region.

The incumbent also assists with the Governor’s Sustainable Communities (SC) designation process which is a community planning revitalization designation established by statute in 2010. This Assistant Director position may also assist with staffing several interagency groups including the Governor’s Subcabinet on Smart Growth that coordinate high-level research, policy design that advances community and economic development throughout the State.

Qualifications

Minimum Qualification

Education:   A Bachelor’s degree from an accredited college or university.

Experience: Six years of administrative or professional experience to include three years of financing experience or providing technical assistance for development or rehabilitation of multifamily or single family housing; neighborhood revitalization and business development; community infrastructure development; or historic preservation programs.

Notes:

1. Candidates may substitute additional administrative or professional experience as defined above on a year-for-year basis for the required education.

2. Candidates may substitute additional job-related education at a rate of thirty credit hours for each year of experience for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in business and industry classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience and education.

Master's Degree in Community Planning, Public Policy or Public Administration
