About HUD’s Section 108: As the loan component of the HUD’s Community Development Block Grant Program, the Section 108 Loan Guarantee Program (Section 108) provides communities with a source of low-cost, long-term financing for economic and community development projects. Section 108 financing provides an avenue for communities to undertake larger, more costly projects, where they may have limited resources to invest in upfront. Section 108 can fund economic development, housing, public facilities, infrastructure, and other physical development projects. The Financial Management Division (FMD) of the Office of Block Grant Assistance oversees the management of the Section 108 Loan Guarantee Program.

Responsibilities

The objective of the graduate student internship (student volunteer) is to provide the intern with exposure to HUD’s Community Planning and Development programs and policies in the Office of Block Grant Assistance (Community Development Block Grant Program) through data analysis, initiatives related to public affairs, and contributions to a summative assessment. This semester internship would enable the student to apply concepts learned during their graduate studies focused on policy analysis to federal-local government projects.

For Section 108, the intern would embark on a summative assessment by analyzing contextual factors impacting the Section 108 Loan Guarantee Program, including but not limited to political, economic, and social factors. The FMD team can provide needed resources and data to support the graduate student intern in analysis. This would involve an analysis of the evolution of borrowers and key trends and an assessment of a variety of factors, such as unemployment rates, access to capital, demographic changes, size of communities, housing availability, municipal services available, resilience indicators, etc. Upon conclusion of the internship, the graduate student intern would make a virtual presentation to FMD leadership. The final analysis would inform future program efforts and its direction.
