Environmental Protection Specialist (Architectural Historian)

Glenn Research Center is seeking an architectural historian who will be responsible for projects involving historic properties and districts. You will review construction projects to determine effects on historic property and complete compliance procedures in accordance with Section 106 of the National Historic Preservation Act, generate and maintain Programmatic Agreements and Memorandums of Agreement, and coordinate on the identification of artifacts prior to disposal.

Responsibilities
  • Ensure the Secretary of the Interior's Standards for the Treatment of Historic Properties are followed as closely as practical for Center projects involving historic properties and districts.
  • Track progress of requirements until completion and ensures schedules are updated and documents are entered into NASA Environmental Tracking System (NETS), Office share drive locations and updated on the Office organizational records lists.
  • Serve as Center point of contact with the State Historic Preservation Office (SHPO), Tribal Historic Preservation Officer (THPO), Native Americans, and Advisory Council on Historic Preservation (ACHP).
  • Consult with State Historic Preservation Office in fulfillment of compliance requirements under Section 106 of the National Historic Preservation Act (NHPA); consult with Tribal Historic Officers.
  • Develop and maintain liaison with State, Tribal, Federal resource agencies, NASA Community of Practice, coordinate compliance issues, disseminate technical information, maintain knowledge of historic preservation laws and their impact on GRC.
  • Generate and maintain an up-to-date integrated cultural resources management plan and chapter in the Environmental Programs Manual based on regulation and agency policy and requirements.
  • Review construction projects to determine effects on historic property and complete compliance procedures in accordance with Section 106 of the National Historic Preservation Act.
  • Generate and maintain Programmatic Agreements and Memorandums of Agreement and coordinate on the identification of artifacts prior to disposal.
  • Ensure that the NASA Real Property Management System (RPMS) accurately identifies all historic properties at the Center and that Center maps and plans protect the locations of culturally sensitive sites.
Qualifications

You must have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:

  • Participating in the planning, coordination, direction, execution, and evaluation of a Regional or Agency environmental and cultural resources management program;
  • Serving as the clearance officer for Federal compliance on issues with NEPA and the laws under its umbrella, including but not limited to, the National Historic Preservation Act (NHPA) and Archaeological Resources Protection Act (ARPA), and ensuring alternatives to the proposals and evaluation of impacts were adequately addressed and mitigative measures were carried out; and
  • Serving as an architectural historian conducting detailed investigations of historic structures, preparation of historic structures research reports, and preparation of plans and specifications for preservation projects.
