Electric Vehicle Planner

Overview

The Electric Vehicle Planner position serves as the City’s principal planner and program manager supporting planning and implementation of electric vehicle charging infrastructure, and increasing the adoption of zero emission and electric vehicles. The Electric Vehicle Planner leads the development and implementation of inclusive and equitable planning, programs and policies that target the reduction of transportation-related greenhouse gas emissions to achieve the goals of the Environmental Action Plan 2040Alexandria Mobility Plan (AMP), and Energy and Climate Change Action Plan (ECCAP). The Electric Vehicle Planner’s will focus their expertise and effort on:

  1. implementing the City’s Electric Vehicle Charging Infrastructure Readiness Strategy (EVRS);
  2. supporting the implementation publicly-accessible electric vehicle charging infrastructure in the Alexandria community through coordination and partnership of internal and external stakeholders, state and federal agencies, private charging infrastructure providers, other partner organizations, and members of the Alexandria community;
  3. developing and implementing outreach, education, and programs to support Alexandria’s residents, businesses, institutions, and organizations to adopt zero-emission and electric vehicles, and implementation of electric vehicle charging infrastructure;
  4. supporting the transition of the City’s vehicle fleet, DASH transit bus system, and Alexandria City Public Schools (ACPS) to zero-emission and electric vehicles, and planning and implementation of supporting electric vehicle charging infrastructure.

This position contributes substantially to the City’s sustainability, energy, climate change action, and resiliency vision and goals related to reducing transportation-related greenhouse gas emissions by advancing zero emission and electric vehicles, and electric vehicle charging infrastructure in Alexandria. This position serves under the general supervision of the City’s Energy Manager in the Office of Energy Management (Department of General Services), but necessarily works closely across multiple departments, including, but not limited to, General Services; Transportation & Environmental Services; Recreation, Parks, and Cultural Activities; Planning and Zoning; and Code Administration with considerable latitude for initiative and independent judgment on assigned projects. The Electric Vehicle Planner will work closely with numerous City, community, and private stakeholders to develop and execute our strategy and ensure accountability for our results.

Responsibilities
  • Outreach and programs supporting synergies for charging needs for residents of multifamily dwellings and Alexandria businesses.
  • Right-of-way electric vehicle charging policies and programs; Collaborating and coordinating charging infrastructure networks with local, regional, state,  stakeholders, including governments, utilities, businesses, residents, non-profit organizations, vehicle manufacturers, and the community at large;
  • Leads ongoing community-wide electric vehicle charging infrastructure planning needs, including coordination of City departments integral to electric vehicle charging infrastructure implementation;
  • Develops and manages City standards, policy, and governance for electric vehicle charging infrastructure owned, leased, or operated by the City or on City property;
  • Supports the transition of the City’s vehicle fleet through electric vehicle and electric vehicle charging infrastructure planning, implementation, and operation;
  • Coordinates with City facilities teams to evaluate and implement vehicle-to-grid and vehicle-to-building technologies, and utility rate and energy market opportunities;
  • Coordinates with utilities, regulators, and government organizations to develop rates and utility programs supporting economical and equitable electric vehicle charging costs;
  • Support DASH transit bus system’s zero-emission bus (ZEB) program, and Alexandria City Public Schools (ACPS) battery electric school bus program in planning and implementation of electric vehicle charging infrastructure;
  • Leads development and adoption of electric vehicle charging infrastructure design criteria, standards, and integration with the City’s capital improvement program, new and existing development review processes, and Green Building Policy implementation;
  • Supports City’s advocacy, advancement, and coordination of state and federal electric vehicle and electric vehicle charging infrastructure policy, funding, and regulatory opportunities;
  • Participates in presentations to the City Council, City Commissions, City Manager’s Office, and community;
  • Performs related work as required.

The Opportunity

The Electric Vehicle Planner is responsible for implementing the City’s Electric Vehicle Charging Infrastructure Readiness Strategy (EVRS), and serving as the City’s lead, point of contact, and outreach coordinator to engage with the Alexandria community and stakeholders on electric vehicle charging infrastructure, and zero-emission and electric vehicles matters. Qualifications
Minimum & Additional Requirements

 

Bachelor’s degree from an accredited college or university in transportation, urban planning, sustainability, engineering, public administration, environmental policy/planning, or closely related field, and five years of relevant training and experience at the intersection of transportation systems, urban planning, and engineering focusing on transportation systems electrification, electric vehicles, and electric vehicle charging infrastructure planning, policies, and programs with increasing responsibilities for complex projects and reports in the public sector or private sector organizations, or in private consulting.

 

Preferred Qualifications

 

Master's degree from an accredited college or university in transportation, urban planning, sustainability, engineering, public administration, environmental policy/planning, or closely related field and two years of relevant training and experience at the intersection of transportation systems, urban planning, and engineering focusing on transportation systems electrification, electric vehicles, and electric vehicle charging infrastructure planning, policies, and programs, with increasing responsibilities for complex projects and reports in the public sector or private sector organizations, or in private consulting. Relevant professional certifications such as AICP, PE, CEM, LEED AP, or equivalents.
