  • Supervises, directs, and evaluates assigned staff: makes hiring or termination decisions/recommendations; develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
  • Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; and provides progress and activity reports to management.
  • Oversees the planning, development, and implementation of state and federal programs, operations and compliance monitoring.
  • Administers program activities: Manage and provide oversight of state and federal program-related field activities and execute the Department’s plan and priorities at the staff level; develops short and long-range program goals and objectives; interprets and complies with federal and state regulations applicable to assigned programs; creates, develops and improves program strategies to enhance program delivery.
  • Ensures state and federal programs are meeting all financial, operational, and business metrics.
  • Develops and monitors assigned budget(s):  reviews previous year's expenditures, and determines budgetary needs for staffing, supplies, equipment, services, and/or capital improvements; collaborates with non-profit organizations to support and enhance generation of revenue; monitors expenditures for budget compliance; and approves program expenditures prior to submission for payment.
  • Administers various grants as required: researches grants and funding opportunities; prepares response to request for proposals and renewal applications; ensures proper documentation to comply with grant requirements; and administers grant funds.
  • Establishes and implements program policies, procedures, and standards consistent with applicable regulations: develops measurement tools to evaluate program impacts and effectiveness; reviews and approves program performance measures; and completes reports requested from the Deputy Director, Director, County Manager and/or Board of Commissioners.
  • Serves as a liaison to various businesses and community and social services agencies: serves on committees and attends meetings to promote program activities; collaborates with partnering divisions, departments and outside organizations to share resources and host community events; promotes assigned division programs and services to the public and official/potential stakeholders through presentations and interviews; and answers inquiries from the media and other organizations.
  • Participates in the development of specifications for Requests for Proposal (RFP), grants, and program funding sources.
  • Serves in the lead role in the development of program annual action plans, performance and evaluation reports,  
  • Participates in the selection of contractors: determines fund allocations, level of service, contract performance evaluations, and contract compliance; and resolves issues related to service contracts.
  • Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various letters, correspondence and documentation, including timesheets, requests for leave, attendance records, and purchase requisitions; reviews, completes, processes, forwards or retains as appropriate.
  • Prepares or completes various forms, reports, correspondence, and other documentation, including annual business plans, policies and procedures,  action plans, performance indicators, and corrective action plans; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
  • Communicates with Board of Commissioners, Director, Deputy Director, and other county departments, community advocacy groups, third party service contractors, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
  • Maintains a current, comprehensive knowledge and awareness of applicable laws, regulations, principles and practices relating to assigned programs; reads professional literature; maintains professional affiliations; and attends meetings, workshops, hearings, and training sessions as required.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.

Functional Reasoning: Requires the ability to apply principles of logical or synthesis functions; to deal with several concrete and abstract variables; and to analyze major problems that require complex planning for interrelated activities that can span one or several work units.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, moderately unstable situations, or the direction, control and planning of an entire program or set of programs.

Qualifications

Minimum Qualifications:
Bachelor’s degree in Planning, Public Administration, Business Administration, Finance, Political Science or related field (advanced degree preferred); supplemented by five years of progressive experience managing community development operations and programs; a minimum of 3 years managing or implementing HUD HOME, CDBG & ESG-funded programs, including Consolidated Plan, Annual Action Plans, and the annual CAPER; to include three years of supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain a valid GA driver's license or obtain within 30 days of hire
 
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.  Must be able to use strong analytical, problem-solving, and decision-making capabilities.  Must have the ability to be flexible and handle multiple priorities and take on new tasks with limited direction. Must be able to demonstrate proficiency in project management. Must have a working knowledge of IDIS, DRGR, Eloccs, Section 3 and Davis Bacon. Must have experience building equity into a program design, outreach and implementation.

Purpose of Classification

The purpose of this classification is to manage the operations and multifaceted programs and services within the Department of Community Division to enhance the lives of residents of Fulton County participating children, youth and parents. Responsibilities include providing overall oversite and coordination of programs, managing assigned staff, developing and implementing program goals and objectives, conducting long-range program planning, developing and implementing policies and procedures related to program activities, and developing and implementing compliance monitoring of programs.
